Why the work is being done MOD is currently in the process of transforming it's IT and telephony estates. In order to effectively manage this transformation, project support activities are required. Current tasks will be begin in early July 19, and will complete within 12 months

Who the users are and what they need to do For the tasks required, the 'users' are the project team and our stakeholders. They need to be assured that the project is being governed and run correctly . There is also a need to ensure that the project is accurately represented in Information notes and project documentation and that technical requirements are correctly researched and framed to ensure ongoing improvements oin performance.

Any work that’s already been done Many items have been started or are in the delivery phase and as such, the tasks are about refinement, further development, and meticulous operation to ensure MOD obligations are met.
Existing team Supplier will be working with an exisiting Civil Service team, some of which will be supporting the supplier in their deliverables

Working arrangements Team will be required to work on site full time (some flex for ad hoc home working at MOD discretion) due to the level of engagement with Corsham based staff.

Expectiation is part of team engage in July followed by an additional techncial resource in late August/Early Sept. It is required that the team put forward remain in place for the duration of the contact, unless notified at the bid stage with named replacements. It is accepted that circumstance can arise during the contract but these must be wholy unpredictable.
Security clearance SC minimum, with at least 2 full time membesr holding DV, one of which must be the techncial resource.

Additional terms and conditions All visits/travel to be pre approved by MOD Project. Travel and Subsistence will be calculated in accordance with MOD rules (i.e. Contractors will be treated as if they were Civil Servants for T&S purposes)

3. Will this sit inside or outside of IR35? The requirement is Outside of IR35.
4. Will the successful candidates be put through DV clearance before joining or will they require it upon applying? Not all roles under this contract will require DV clearance, however at least one governance role and one technical role will require this from the outset. Due to the timescales involved in DV clearance we would expect candidates to already have it, or to have already applied and have a reasonable expectation of having obtained it by 1 July 2019 (proposed contract start date).
5. Can I please ask if there is an incumbent? At present there are several contractors filling roles which this requirement covers, but they are employed separately, against different contracts and not all employed via the same firm. The intention is to amalgamate these separate roles within a single contract, placed with a single provider.

9. Please can you confirm your expectations for a response to:
"Understanding of MOD Finance and accounting approaches"

Specifically is this referring to project management of financial accountancy throughout the lifespan of the project and use of CP&F or Forecast of Outturn?
Our expectation is an understanding of MOD Finance practices including FOO (Forecast of Outturn) and QRPC (Quarterly Review of Programme Costs) and how the results of these processes can be analysed and used in scenario planning.

Does the Authority wish that the bidder proposes deliverables, (current/future), with dates and potential payment milestones associated as part of their response in terms of a plan for the programme of work ? Yes. We will be providing sufficient information to enable this to those companies which are down selected to bid

As stated in question 10 we will be requiring bidders to propose milestones. While we would want the overall Firm Price broken down to the milestone level, we do NOT require detailed breakdowns of how these milestones are priced.
12. Is T&S to be included in the FP or should this be stated separately or not stated at all since the guidance is that this will approved, “in accordance with MOD rules“ i.e. is T&S pricing to be presented and used as part of the evaluation or not ? The Firm Price should be EXCLUSIVE of T&S. Any T&S will be authorised as required on a case by case basis and paid in addition to the Firm Price.
