- We are looking for an experienced BA with knowledge of software licensing Tier 1 (Oracle, IBM, Microsoft, etc...). The role is to analyse current support management arrangements and help develop a replacement approach to save the Home Office money and deliver a better service

We are looking at paying around £450 per day with exceptional candidates offered up to £500.
Standard 8 hour working day, includes expenses to base location agreed with the Home Office. Additional expenses only paid with prior approval of the Home Office

The specialist will be supporting the project that is looking at transferring the support and maintenance agreements, currently serviced by Oracle, to one or more new 3rd party provider(s).
As the specialist will be providing a service, with deliverables, for a fixed term then this role is outside of IR35.

Your primary location will be Croydon, you will be expected to work on-site as required by the manager, with potential travel to other Home Office locations across the UK. You will need to be on-site because the role will see interaction with key individuals across the Home Office campus and the majority of this interaction will be face- to-face.
Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites outside London.
The Home Office also supports flexible working (when possible), at the managers discretion, - Security clearance
- Have SC clearance, or capable of getting SC clearance quickly. Pre existing SC clearance is not essential but is preferred.

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

- Be able to demonstrate solid Industry knowledge of software licensing with Tier I vendors (Oracle, IBM, Microsoft, SAP, Adobe)
- Have worked in a similar sized organsiation who were looking to move from incumbent Suppliers support arrangements to new 3rd Party options
- Have proven experience and good knowledge of licensing terms and conditions, product use rights and ‘real world’ licensing issues gained form working with vendor products.
- Have experience of developing effective licence operating models that remove the risk of under licensing but provide the flexibility to achieve cost savings
- Demonstrate a knowledge of the impact on changing software rights on hardware and operating systems
- Must be able to develop reports and present findings to all levels
- Be able to show that through their intervention, at a major Customer, achieved significant savings and overall improvements
- Be able to obtain SC clearance quickly. Existing SC clearance will be beneficial but not essential
- Be able to demonstrate that they can "hit the ground running", get up to speed quickly, and deliver improvements within the first month of being on site.

- 1. Does £450 to £500 including agency fees?
- Yes
- 2. Is the role within IR35?
- As they are providing a short-term service that is project related then the Home Office believe this role to be outside of IR35
- 3. You mention that you will consider resources who can be SC Cleared fast. Will you take resources who are BPSS and clear them whilst on site or do they need to be SC prior to starting?
- Although BPSS is useful in the SC process, it does not mean you can access the HO sites so they will not be able to commence until SC has been obtained
- 4. Can you please confirm if this role for BA Oracle needs a candidate that is Security Cleared?
- There would be an advantage (due to time) if there person has existing security clearance but we would consider candidates that do not currently have clearance.
- 5. Is there a current incumbent in this role?
- No this is a brand new requirement
- 6. Is this an amended version of the role advertised on the same day or two separate roles?
- No, there are two roles. The second is more DBA focused

- The Home Office is keen to get the right person for this role. If you have an excellent match, but the rate is an issue, please propose a new rate - with a full explanation.

- 12. We have a very strong SC Cleared candidate for the Business Analyst role, but he would be looking to work 1-2 days per week from home and has asked for clarification on this.
- As captured in our requirements, we anticipate the role to be primarily an office based role where interaction with key individuals across the Home Office will be required and the majority of this interaction is anticipated to be face-to-face. However, the Home Office supports flexible working therefore, with prior agreement, subject to the needs and priorities of the business and at managers discretion, 1 day per week could be accommodated. Any additional request to work from home would be by exception and prior agreement.
