Summary of the work
This is a specialist technical development role required to deliver an exceptionally high standard of code in accordance with the DVLA’s business requirements.

To undertake development work on the DVLA’s central vehicles management system (VSS).

To work on various projects to deliver mandatory legislative changes to the central vehicles system.

About the work

Early market engagement
Who the specialist will work with
Primarily with members of the IT Service Creation teams in the DVLA.
What the specialist will work on
Required to undertake development work on the DVLA’s central vehicles management system (VSS).

The work includes technical analysis, low level design, production and unit testing of code using CA GEN.

The specialist will be allocated to specific projects (including, but may not be limited to, capture and management of Eurostatus data, changes to the calculation and collection of HGV Levy and other published budgetary changes to vehicles Excise Duty (VED) ) and make technical changes in accordance with business requirements and technical solutions. The requirements and technical solutions will be provided by DVLA’s business analysts and technical architects.

Working arrangements
The nature of the work dictates the location. Access to the necessary tooling is only available onsite.

Standard working week/hours to be managed by the Supplier as they see is appropriate.
Security clearance
Must have current BC clearance as a minimum.

We currently see this role as sitting outside of IR35, as the candidate would not hold a fixed office position and will not have direct day to day direction or supervision.

Essential skills and experience
  • Provide evidence of significant experience (minimum of 3 years) in a CA GEN a development environment.
  • Provide evidence of experience in delivering technical analysis and assisting in requirements clarification.
  • Provide evidence of experience in the production of low level technical designs and documentation.
  • Provide evidence of experience in production and execution of unit tests.
Nice-to-have skills and experience
Provide evidence of experience of working with UNIX.

Please refer to the section titled “Security Clearance” within the requirement.
2. We have read the requirement and the Security Clearance section and this is what prompted the question. Could you explain BC, as this is something we have not come across? Basic clearance would normally be termed BPSS.
The requirement is for BPSS clearance. The term BC is for Basic Check which has been replaced with BPSS.
