Summary of the work
Essex County Council (ECC) requires a collaborative supplier able to provide a flexible capacity of highly skilled multi-disciplinary teams to support us in the design, development, integration and implementation and delivery of services, via a call off agreement to deliver an agreed set of outcomes (work packages).

Why the work is being done
ECC require an improvement in governance processes, the capacity and capabilities to deliver the required cultural changes and enabling infrastructure and digital technologies needed by our customers and communities.

ECC Technology Services want to be able to excel in the following areas:

1) A clear technological strategy supported by reference architecture
2) Effective business engagement, capturing business requirements
3) Effective and transparent governance, managing a pipeline of programme activity and prioritising resource accordingly
4) Strong definition and delivery of programmes

Primary users of Technology services are ECC business areas and employees, by meeting their needs Technology Services will enable the organisation to improve Essex and the lives of our residents. Our ambition is to deliver the best quality of life in Britain. We will achieve this by providing high-quality, targeted services that deliver real Value for Money (VFM).
Early market engagement
The programme was initiated in July 2017 and has engaged with multiple delivery partners and suppliers.
Any work that’s already been done
We have already identified initial programmes to sit within an enterprise portfolio, they are in various design or delivery phases:

• End User Computing: includes Windows 10 roll out, device refresh, asset management
• Hybrid Cloud: includes moving to mix of on-premise and cloud services, O365 roll out, network services
• Digital Enablement: includes customer platform, information management
• Organisation Redesign: Ensuring Technology Services is fit for purpose, with required skills and capabilities
• P3M Governance: Develop skills and maturity of Programme and Project Management

Work has begun on development of an enterprise portfolio to govern and coordinate change activity.
Existing team
The supplier will need to work collaboratively with the Council’s programme, its partners and supplier’s resources. Currently a multidisciplinary team is working across technology services, for example:
Project Management, Data Migration, Security, Engineers, Technical Design Architecture, Training and Communications.

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • Evidenced track record of delivering large, complex transformational programmes of work across the domains of business, application, technology, information and security within a local government environment.
  • Experience working within a multi-discipline team, utilising Portfolio (Project Management) and Enterprise Architecture Frameworks.
  • Proven experience in the design, deployment and maturing of enterprise-level Portfolio, Programme and Project Management governance in large Government and Public-Sector organisations
  • Proven experience in driving sustainable change within technology functions, including supporting the cultural change and upskilling required to enable ECC to continue to deliver effectively under a portfolio model.
  • Evidence of designing and developing; engaging, well organised and easy to use services that meet both internal and external customer and business requirements.
  • Proven, successful design and implementation of ‘Hybrid Cloud’ services including: On-Premise integration to SaaS, IaaS and PaaS services.
  • Can provide skilled and experienced capabilities and capacity to support the design, development, integration and implementation and delivery of services.
  • Experience working with Microsoft Azure, Office 365 productivity and enterprise applications, including the design, development, integration and implementation of services, enabled by change and adoption support.
  • Experience in delivering evidence-based research including: insight, metrics, reference data and customer feedback to inform a user-centred design, focused on customer’s and based on end-to-end user journeys, motivations and goals.
  • Experience of quickly developing recommendations based on quantitative and qualitative evidence and to evaluate and solve problems creatively to inform design decisions.
  • Detailed understanding of Government Digital Service Standards, including GDS service design manual and wider industry-standards
  • Experienced in drafting business cases that are clear, concise and compelling with tangible business outcomes
Nice-to-have skills and experience
  • Experience of developing, maturing and implementing TOGAF (or similar) Enterprise Architecture Frameworks.
  • Experience of developing and delivering modern Local Government capabilities, on a secure, self-service, integrated platform (eForms / Workflow / CMS etc.).
  • Experience of migrating / upgrading a core architecture component, on a large and distributed estate, comprising of c. 9000 users i.e. Windows 10 upgrade.
  • Experience of implementing an ‘organisation wide’ ITSM service
  • Knowledge of government services and experience of working with GOV.UK.
