Any work that’s already been done The first phase of development is nearly complete and is operational. The second phase to implement enhancements has commenced.

Working arrangements The team will function as a unit under the team lead who will take direction from a permanent staff programme manager.

All work will take place at 2 Marsham St where the team will work with the existing teams in a hot-desk environment

All work will take place on Home Office provided IT systems.

The core team members will be expected to work a professional day of 8 hours from Monday to Friday.

Some limited travel may be required in connection with the work.

The successful team members will be required to have or undergo SC clearance before starting work at the Home Office, which will sponsor clearance if necessary.

  • Experience of working with Police Forces and government, and with this knowledge of the expected controls and governance arrangements
  • Knowledge and experience of digital imagery and digital image library systems and capabilities
  • Knowledge and experience of high tech digital image forensics
  • An understanding of the characteristics and challenges of a disaggregated platform and application implementation.
  • Knowledge and experience of implementing and managing facial recognition systems, including their uses and characteristics, specifically with regard to appropriate tool selection and implementation.
  • The PM must have skills to manage technical implementations, including the knowledge required to manage DR implementations and complex performance engineering tasks.
  • Demonstrable experience of robust supplier management

1. Can you provide further detail of the roles required? The requirement is for a team to work as a unit to provide technical and project management for the further development of the Police Image database. A core team of 4 roles will be required throughout the initial period of the contract (to 31 March 2017):

2. What is the available budget for this requirement? There is sufficient budget to cover the provision of a strong core team at reasonable market rates for the duration of the contract and to cover any additional resource that may be required. The available budget covers a number of requirements and it will be allocated in the light of proposals received.
3. What is the technology stack being used? Windows / Open source? E.g Openface with Python etc? Will the end product need to be used across multi platforms? (mobile/ipad/desktop) What Api's or SDK's are you looking to use? Any particular libraries you are looking to use too? This phase of the project focuses on the integration of additional COTS packages and tools to work over the existing database. The technical aspects of the development will be undertaken by a third party/parties. The role of the team will be to manage and coordinate the supplier(s) and stakeholders to ensure that the requirements are identified, met and implemented
