About the work

Why the work is being done
Home Office is currently using an external cloud provider and is intending to move the platform to an in-house Amazon Web Services (AWS) solution. This needs to be in Beta by 1st November 2017 ready for running live service by February 2018.
Problem to be solved
The HO Digital Capabilities programme deals with a significant amount of data and our current hosting provider has reached its potential. Home Office has determined that the in-house Amazon Web Service platform is the most appropriate location to run these services. Problems to be solved are the migration of all the digital services to the new platform within the time frame and with minimal disruption to the live service.
Who the users are and what they need to do
As a user from Border Force I need to know that the quality of data provided is fit for purpose so that I can report effectively to the senior stakeholders. As a user of the system I need these reports to be available during core hours and information must be up to date after out of hours processing.

Initial analysis undertaken for the transition from current Cloud Host provider and approval gained to move to a new AWS environment within the Home Office.

The current service provider will continue to support the existing hosting environment, the supplier will collaboration between the two teams to ensure a smooth transition.

The supplier is expected to construct a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. In general we would expect resources to be on site 5 days a week.

Occasional travel to regional sites may be required, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy.
Security clearance
All staff must be SC cleared. We will ask bidders for details of key personnel who would be assigned if successful, and initiate clearance process; terminating for unsuccessful bidders.

Additional terms and conditions
The transition from existing supplier to new host should be seamless from a user experience point of view and as a minimum they should have the same access and level of services as before.

Questions asked by suppliers

1. In the task description, it is stated "In general we would expect resources to be on site 5 days a week.". Is there flexibility for remote working for activities that can be carried out off-site if regular, close communications with the Home Office team can be achieved
We would expect resources to be on site 5 days a week. There may be occasions when resources cannot always be in the office and we would be amenable to this on occasions by prior agreement.
2. Do you have an anticipated cost or an outline budget for this project?
Home Office has an agreed budget for this work, however, at the assessment stage bidders will be required to provide a fixed price for delivery of this work. Budget information will not be shared with bidders.
3. We think it might be difficult to find suppliers who can hit all the criteria you listed (we for example, do not have Greenplum DB experience) - we do have significant expertise in data warehouse and migration however, are the specialist skills more important than cloud expertise, and accordingly should we make a submission?
We have been specific about the products that we use as we need expertise in these areas to migrate these technologies from one environment to another – it is up to the supplier to determine whether or not they have the required skill set.
4. In the ‘essential Skills’ from the question “Experience of meeting GDS Standards and experience of designing secure cloud solutions with high availability, resilience and disaster recovery” please can you advise what “GDS” means within the context of the question?
GDS in this context refers to the Government Digital Standards -
5. In addition please can you also raise the query regarding the question; “Experience of integrating external multiple data feeds and optimising data processing pipelines” – in this case what ‘optimising data processing pipelines’ means.
We are referring to the optimisation of the data throughput into the system, i.e. how much data we can load over a period of time.

Volume and data information will be shared with supplier at the assessment stage. In terms of the scope of this work, we are migrating one specific set of aviation data.
7. We understand the requirement for delivery team members to be on site 5 days a week but for ancillary functions such as project/team management (which generally do not require full-time interaction) will less than 5 days on site be permitted?
Yes, this would be acceptable.
