About the work

Early market engagement
The current ETD On-Line systems is supported by an incumbent supplier who have been consulted about possible branching/merging strategies required to deliver changes to the product and are therefore aware of these future planned developments and resourcing requirements.
Who the specialist will work with
The successful supplier/candidate will be working within a relatively small established project team with a product owner, project manager, technical assurance/lead, business analysts and a front end developer.
What the specialist will work on
Working with the business analysts to elaborate requirements for the new backend logic and integration layer of the FCO Emergency Travel Document (ETD) application process.

Within FCO Consular's existing ETD on-line process, develop back end logic to support the requirements that include:

1. Digital facial image capture
2. Supporting documentation Uploads
3. Caching of ETD application
4. Development of a new Consular integration layer with legacy applications

Work setup

Address where the work will take place
Main location will be FCO's office in King Charles Street London. Remote working may be available where necessary.
Working arrangements
The supplier is expected to supply a resource that can be on-site in London full-time during business hours Monday to Friday.

1. The resource should also be comfortable working using an agile approach including developing user stories from prioritised backlogs, sprints, daily stand-ups, sprint retrospectives.

2. Be comfortable talking to non-technical staff and translating their requirements into technical terms.

Be a good listener.

3. Where appropriate be innovative and propose changes to processes.

4. We would like to be able to send the specialist unaccompanied to meet technical and non-technical staff.
Security clearance
All staff working on FCO premises must be at least SC Cleared or capable of being cleared to SC. Bidders must confirm clearance of nominated resources. If required, FCO will initiate SC clearance.

  • Demonstrable experience of Agile development working within a CI environment that includes: GIT, Spray Framework, Scala, Akka Engine, Node.js, Express Web service, Java, JSON, RabbitMQ, RESTful web services. - 40%

1. Is this role likely to sit inside or outside of IR35?
This is unable to be determined at this time as it is possible for contractors who are both in and out of scope of the off payroll working rules to be engaged through DOS. The successful supplier / contracting authority will need to check the status in accordance with the HMRC online tool prior to contract commencement. A link to this tool can be found here:
2. Would you consider candidates with non-Rabbit MQ messaging experience?
Rabbit-MQ is one of the key skills/experiences required. If the resource in question has other messaging technology experience then the relevance of that experience will need to be explained with reference to Rabbit MQ.
3. Is Java is main development language for backend?
4. On the IR35 status of role. Is there any further information that can be provided?
Please refer to our response to Question 1 (above). Additionally, it is worth noting that previous similar service requirements advertised by FCO have been placed with suppliers on a statement of works and milestone payments based approach.
5. Is there scope for remote working?
Primarily the services need to be delivered on-site at FCO and will be part of an Agile delivery team. Some remote working may be possible from time to time but the services will need to be provided at FCO for the majority of the duration of the project.
6. Will the roles run longer than 6 months?
The services are required on a 6-month basis initially. There may be a requirement beyond that and FCO will review the requirement and need for an extension towards the end of that timescale.
7. Is SC Clearance required?
Yes. Candidates may have existing SC clearance but FCO could support the SC clearance process for the right candidate if needed.
8. When are CVs required?

The immediate milestones for the selection process are as follows:

4th August – close date for supplier responses;

It is possible that there may be some travel. However, at present, the majority of work shall be carried out and delivered from FCO Main Building in London.

Linked to Question 12 (above), there may be some travel. In this event travel costs and possibly hotel costs will be reimbursed. However, at the present time, the majority of work is anticipated to be carried out from FCO Main Building in London.

Based on our current timescales, this is the earlier possible start date for this role. It is unlikely that this date shall slip, but in the unlikely event that it does, we ask suppliers to provide us with their start date on or if not, the nearest possible start date to this date.
