Who the specialist will work with
We are a National Team providing technical services, advice and guidance to share our data and information in line with legislation. We support the business to deliver their outcomes, and provide Data Sharing Services to the Defra Group.
What the specialist will work on
The successful candidate will be expected to manage priorities in a diverse portfolio, centred on identifying and publishing Data Standards and core reference data sets, the development of a data model for integration of data, and coordination of the business case with a view to development of an Alpha Service.

Essential skills and experience
  • Demonstrable experience of managing large, complex data projects, with a solid track record of leading complex data delivery
  • Ability to manage and work with third party data service providers, external suppliers and internal teams to ensure timely provisioning and implementation of technical data solutions
  • Experience of working with data service suppliers to contribute to and assure detailed technical design and commercial offerings
  • Ability to cope in a technically complex data transformational environment, and to respond calmly and rationally to changing aspirations within constraints
  • Strong planning and organising skills including the ability to manage several data work streams simultaneously
  • Proven ability to communicate with key stakeholders at varying levels in both written and verbal communication, including the translation of technical communication to something understandable for a wider audience
  • Demonstrable experience of successfully delivering data projects within an Agile/PRINCE 2 environment.

1. What is the maximum day rate the buyer is willing to consider?
We do not specify a maximum day rate for opportunities.
2. Does this position require security clearance? If so, at what level?
There is no security clearance required beyond 'basic'.
3. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’.
We consider the opportunity to be 'outside' in accordance with the online HMRC assessment. However, suppliers should note we have needed to make some assumptions in respect to how the candidate is being supplied through an intermediary in order to complete the assessment.
4. With the weighting on price being 50% of the evaluation, what budget do you have in place for this?
We are not disclosing the budget at this stage. Suppliers should price and submit their bids independently, and be appropriate value to the skills and experience of the candidate.
5. Would being selected as the delivery manager exclude us from competing for the Alpha Service should this be tendered in the future?
No, we would not exclude. The Alpha Service would be competed as a new opportunity, and independently evaluated as such. We may choose to invoke a non-disclosure agreement with the successful candidate.
6. Does the evidence requested need to include a Linked Data specific reference?
Suppliers are encouraged to provide suitable evidenced experience for each of the criteria.
