The specialist will work with the wider Design Team, Analysts, internal and external stakeholders across wider government departments
What the specialist will work on
The Business Architect is required to support the Design Team by providing Business Architecture Domain Knowledge and a detailed understanding of Capability Maturity Models and how they help in aligning Transformation plans.
Assure Programmes and Project deliverables for consistency with all components of the Business Architecture meta model.
Deliver the Business Design Assurance framework, with support being provided to the Business Design Authority.

Work setup

Address where the work will take place
Central London (2 Marsham Street SW1P 4DF) and the Home Office Croydon Campus (Metro Point, Apollo and Lunar House) with occasional visits to other Border Force locations
Working arrangements
The Business Architect will be expected to manage their own working arrangements to deliver the agreed deliverables and milestones.

However a minimum of 3 days on site is required, due to expected levels of stakeholder engagement anticipated and weekly face to face team meetings
Security clearance
All staff engaged on the programme must currently hold or be capable of being security cleared to SC level

1. Who should submit evidence?
Evidence should only be provided by bidders that can confirm 'yes' to all the Technical and Nice to have experience. Any responses unanswered or not confirmed as 'yes' will NOT be considered.
2. Where and more importantly when do I submit my evidence?
All responses MUST be received by the Home Office team ( by 23:59 on the closing date of this procurement, Monday 27 March 2017. Responses received after this time will not be considered.
3. Does the evidence have to be in any specific format?
Please provide the evidence in CV format. All CV's should be in Portable Document Format (.pdf), showing the candidates name and Role title applying for. Responses other formats won't be evaluated.
4. Can Suppliers provide links within a CV or attach files to any e-mail submissions?
No, any responses should be 'self contained'. Please do not include any 'embedded' or 'attach objects within any of the documents or e-mails submitted. They will not be opened or evaluated.
5. Will all responses automatically be evaluated?
No, the Home Office reserves the right to reject any response which has not followed the above instructions or is outside any shown budget estimate.
6. What is the maximum number of resources CV's we could submit?
Suggest a maximum of 5 from any one supplier for each role.
7. What is the Lead time for the feedback once the application is submitted?
Initial feedback will be provided by 7th April 2017
8. You have assigned this "specialist role" as "Designer", however this role is clearly not a designer (in digital/web terms). We have a rate cap in that specialist role category, We will not be able to submit suitable candidates through the portal above that rate. Architects command a much higher rate, can you change the "specialist role" to Technical Architect? Please advise?
It doesn't appear possible to change the ' specialist' role via the system but we can say that this should be considered a 'Technical architect role' and the relevant rates would be applicable.

This was shown as a 'Designer' role in error and should have been a Technical Architect role from the beginning.
9. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. We need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’
The Home Office are not able to provide further information regarding this query at the present time. Further discussions are underway with both CCCS and HMRC regarding determining IR35 status as described but at this time no additional information is available.
10. Is £600 the max day rate including charge?
The role should be described as a 'Technical Architect' and not as a 'Designer'. The rate should be appropriate to the Technical Architect role.
11. IR35 status please ,will it be outside/inside the legislation?
The Home Office are not able to provide further information regarding the IR35 status of this role at the moment. Further discussions are under way with both CCCS and HMRC regarding determining IR35 status but at the present no additional information is available.
12. For Location:- Can candidates choose to work either from London or Croydon with occasional visits to other Border Office locations?
Location will be determined by business need. There is a planned move by Border Force from London to Croydon but the date is yet to be confirmed. It is anticipated this move will take place during 2017.
13. What is the process if the candidate does not currently hold SC level security clearance?
SC clearance is required. We have a need to fill this post as quickly as possible and deal with existing demand.
14. What is the Daily Rate (including VAT)?
Our maximum acceptable day rate is £700 for a Business Architect
