About the work

Why the work is being done
HM Passport Office has an organisational goal to create an integrated digital-by-default service for customers who need to provide supporting documents (including photos) when they apply for a passport.
Problem to be solved
A large proportion of the interactions between HM Passport Office require customers to submit supporting documents, including photos and other sensitive documents. Documents are often passed through automated checks and some HMPO products originate with 3rd party suppliers. HMPO would like to create services for users to upload digital documents so that users enjoy a consistent experience across the range of HMPO products, and that other product teams can consume as part of the passport application services they offer.
Who the users are and what they need to do
As a passport applicant, I need to be able to provide documentary evidence so I can complete identity and security checks. As a passport applicant, I need an easy way to provide a passport photo that meets international standards.

As an HMPO front-end product team, we need to be able to call services to handle document upload that support the user experience.

As an HMPO back-end product team, we need to receive documents that have been checked and verified.
Early market engagement
Photo checks are provided by a 3rd party supplier, which the Documents service will need to integrate with. There are other potential suppliers (both 3rd party and internal to the wider Home Office) for other document-handling services. HMPO are thus seeking a cross-functional team capable of building, augmenting and creating APIs to support a range of document upload and handling capabilities. Working with other providers and internal teams will be a significant proportion of the work required.
Any work that’s already been done
The photo upload component is an integral part of the current Beta ‘Renew your passport’ service. Technical Architects have carried out Discovery work to identify potential document-handling products, both internal and supplied by 3rd parties (though build rather than buy has not been excluded). Document handling APIs will need to support several other teams of varying maturity.
Existing team
There are currently 2 cross-functional teams working on these services and capabilities. HMPO anticipate the supplier team will gradually take ownership of existing capabilities, as well as build new ones, in order to provide shared services to the HMPO platform.

Working arrangements
We expect the supplier to work collaboratively with existing in-house cross-functional teams that are transforming how applications are submitted and processed by HMPO.
Work is based in London and will involve the supplier being on site at least 4 days per week to work collaboratively with HMPO teams; travel and expenses remains the responsibility of the supplier.
Service design and development must align with the HM Passport Office strategic technical architecture and technologies.
Security clearance
SC clearance is required. HMPO will support the clearance process.
