Why the work is being done
The Business Plan 2021-2024 UK SBS outlines the need to have a Resilient Infrastructure and Security for the services it provides to UK SBS and its clients.
Problem to be solved
The current systems need to be maintained, patched and enhanced to improve user experience, maintain supportability and security, while ensuring high performance and ease of maintenance.
Who the users are and what they need to do
As a worker, I need to access the system to process various stakeholder requirements through our ERP system efficiently and in line with SLAs. As an organisation, we need to simplify and modernise ways of working and ensure systems are scalable, high performing and secure so that users can leverage advantages of automation, current cloud infrastructure and updated software.

4 individuals currently complete this work, which have been contracted by a serviceby. This has been predominately working with UKSBS permanent staff, but are required, from time to time, to work with FTC and other temporary staff. There will also be the requirement to assist with engagement of solution suppliers, such as Oracle.

Working arrangements
The team will be required to be onsite as requested for face-to-face team meetings, with remote working being the normal working arrangement and agreed with the team manager. This is due the collaborative nature of the work and requirement to engage with many internal teams on a daily basis.

Office hours are between 07:00 and 19:00 Monday - Friday, with an 8-hour day to be completed within that time, 5-days per week, excluding bank holidays. Specific start and finish times to be agreed in-post with the team manager.
Security clearance

Job titles of evaluators are: Head of Architecture; DBA Operations Manager and Head of D&I Oracle Estates Support. Names of evaluators are not deemed essential to enable bidders to submit a response.
2. Could you please advise who conducted the Discovery work?
Work was undertaken by employees with relevant knowledge and experience of UK SBS strategic business plans, with familiarity of the managed services IT estate, and with an understanding of systems, processes, networks, infrastructure, hardware and software applications that underpin said estate.
3. Who is the incumbent and how long they have been the incumbent?
Proventeq are the current supplier and have held the contract since 30th June 2020.

7. Upon award of the successful contract, will SBS be the sponsor for obtaining the required SC Clearance?
Yes. UK SBS will sponsor SC clearance for the successful bidder's proposed team, as required.
8. We are aware the core office hours are listed, but as a lot of upgrades are required, will there be a need for work out of the core hours specified and if so do have an idea about the amount/frequency?
From time to time there may be a requirement to work outside core hours, at evenings and weekends. Work assignments, client needs and resourcing considerations dictate frequency and duration.
For the purposes of this requirement, shortlisted bidders will be evaluated on pricing for core hours only. Other rates may be requested for information only purposes.
9. What is meant by serviceby? Will the supplier be expected to do something with this engagement?
This is a spelling error within the Existing Team section and should have said 'service'. This procurement is to replace the existing service.
10. There is a summary of the work, but what would the UK SBS consider the key deliverables for this engagement? For example is a break fix managed service required of the Application Databases, or is support just from a project perspective?
The provision of a mixture of support to resolve complex and complicated bugs, to provide support to standard/minor change work, to provide support to more complex and complicated change work, and to support the development of continuous improvement activities pursuant to the areas listed under the summary of work
11. Is there any further information on the hardware that runs the application databases? Is the hardware under support and is there any expectation for the supplier to support the hardware?
All pertinent information has been supplied. Hardware support is out of the scope of this requirement.
12. The grants system is that within Oracle EBS or Fusion and or a bespoke system? Are you able to provide further information on the solution?
The Grants payment and Grants Funding Service (GFS) are standalone, non-EBS solutions that allow the UK science community to tender for grants for scientific research, a service administered by UKRI. The successful bidder would need to understand Siebel and .net applications in order to support and implement change to GFS as well as the supporting bespoke Joint Electronic Submission's (J-eS) system, and the Electronic Document Distribution (EDD) system, responsible for the review and document push/pull interactions
13. There is a large number of technology skills mentioned, would the UK SBS be open to suppliers partnering to deliver the work?
Suppliers may submit a bid that involves subcontracting or a consortium; however, UK SBS would contract with one lead bidder responsible for other parties.
