About the work

Why the work is being done
Homes England’s Development Directorate supports Government ambitions to increase new housing supply in England by acquiring land with potential for housing development, resolving key constraints (such as decontamination or major infrastructure delivery and the securing of residential planning consents) and releasing sites into the open market for housebuilders to develop new homes on.

Homes England delivers Government policy targets for housing and is required to meet annual targets for creating new housing starts and completions.

The existing delivery models will not be able to achieve the uplift in housing delivery required, as current processes and systems will not scale efficiently. Current outdated and manual processes together with systems which are not fully integrated, result in duplication of effort, reduced productivity and increase the risk of errors.

To address this, there is a need to review and streamline processes and implement integrated digital services that allow efficient and timely deployment and management of resources, simplifying the journey for both colleagues and customers.

To support this, Homes England are procuring a partner that can deliver a Discovery phase.
Problem to be solved
Deliver end-to-end Discovery and design Alpha prototypes.

Required outcomes:

• Improve colleague experience in delivering development opportunities, reduce repetition of effort in capturing and processing information, streamline and automate processes to increase capacity and enable colleagues to deliver greater productivity.

• Improve customer/ user journey, making services accessible and processes simpler.

• Deliver automated business intelligence that provides prompt production of management information to facilitate effective management.

• Replace outdated systems and improve processes that involve extended human intervention leading to increased risk of errors.

• Providing a technical infrastructure that is robust, supportable and can evolve.

Decisions for Beta solutions will be made during Alpha. We intend to instruct a Beta phase / or phases on Alpha completion. Outcomes and fees will be agreed prior to commencement of Beta.

Depending on the outcome of Alpha we reserve the right to retender or deliver Beta through internal resources.
Who the users are and what they need to do
Product / Service users are

Homes England Colleagues who manage acquisition of land, planning and enabling activities to gain planning permission, build infrastructure, decontaminate land etc, and disposal teams who engage with the housebuilder market.

Homes England enabling functions such as Finance, Risk and Legal, to ensure that their experience is seamless and uncomplicated.

Government, on whose behalf Homes England spends public money to deliver Housing Policy.

Homebuilders and developers (“Customers”) who need access to residential development land to enable them to deliver more homes.

Technical Consultants employed by Homes England to manage our assets and help Homes England prepare land for development. Including property surveyors, architects, urban designers, planning consultants etc.

Wider Homes England teams for example our Investment teams so that site based interventions can be coordinated and linked to place.

Programme management of the overall development portfolio is key to enabling us to balance expenditure and receipts and report into government.

There is likely to be a growing need to report on qualitative aspects of our delivery programme for example sustainability

Pre-Discovery is underway to identify key areas within the end to end process where there are manual processes, duplication of effort, reliance on legacy technology. These will help provide a focus for the discovery.

As part of this work, a welcome pack will be created – giving a detailed view of the business, structure, products, processes (including a full end to end process map), contact points and an overview of previous Discovery work undertaken. These will be shared as part of onboarding to the winning tender.
Existing team
The supplier will be working with Homes England colleagues primarily based remotely. The Development transformation leadership team will oversee the work of supplier teams.

This leadership team is multifunctional with a Lead Product manager and Lead delivery manager in place, the team will also consist of a technical architect and Lead UCD practitioner. However, this team is not a delivery team.

Three subject matter experts from within the business have already been seconded and will work closely to support the partner.

Working arrangements
Currently the team work remotely for majority of the time, the same would be expected of suppliers.

However, teams should have easy access to London and/or Coventry and/or Newcastle as we expect teams to collaborate face to face when needed. The expectation is that this might be up to 2 days per 2 week sprint.

Suppliers may also be required to occasionally visit other offices/sites across England.

The supplier will work closely and collaboratively with Homes England’s in-house team to deliver Discovery and Alpha and enable effective knowledge transfer, ensuring any future services can be maintained by Homes England’s staff.

22. The phase requirements are inconsistently described. The “why?” section ends with saying you want a partner for a Discovery phase but the Summary and the Problem sections state that it is for both Disco and Alpha. However, the durations of Disco and Alpha are estimated at 24 weeks total (just under 6 months) but the engagement duration says 9 months plus an option to extend for “later” beta test phases, implying the supplier MAY also be involved in perhaps an initial private Beta? Please can you clarify.

23. Is there any more likely location for your 2 days per sprint in the office, or will suppliers be able to attend one of the London, Coventry or Newcastle as per their preference, or will the location be likely to vary/rotate for each sprint?

Will travel and subsistence expenses be chargeable for the 2d/sprint office visits if supplier resources are located outside of the relevant HE office city that is visited?
Travel & Subsistence expenses are chargeable but only in accordance with Homes England expenses policy that will be issued with the second stage of this procurement.

Systems used to support current processes are bespoke and have been developed over the last 20 years.
27. Which SaaS products are currently being used?
There are no SaaS products in use ..but our strategy is to take advantage of SaaS services where they meet our needs.

We have a principle of adoption over adaptation with SaaS I.e. we look to use out of the box capabilities with minimal config and no bespoke customisation.
28. For stage 2 you list case study and presentation assessment. Will the presentation be evaluated, or just support your evaluation of the proposal? We assume the Case Study will contribute to in the Technical competence element and will get an equally weighted portion of the 70% as per standard CCS guidance. Is that correct?
Presentations during the ‘ITT stage’ will be used to verify the information provided by suppliers in their written submission in response to Homes England’s evaluation questions. Homes England will reserve the right to amend a suppliers’ moderated score following the presentations. The presentations themselves will not be scored separately.

Case studies will be requested as evaluation criteria for certain technical competence evaluation questions where case studies are deemed relevant by Homes England.
