About the work

Why the work is being done
Hackney Council is developing a suite of user-centred cloud-native applications to support our staff by replacing the pre-existing off-the-shelf software product that was used to manage our housing stock.

The purpose of this work is to support and continue the development of the suite of products that have been developed for this purpose. This will mean continuing to address user needs by working closely with our front-line staff as well as beginning the delivery of the resident-facing components of this service. Supporting resident self-service is a key component of the roadmap of this work going forward.

Delivery of the work will be done using a Agile framework including regular, incremental software releases, show and tells each sprint and the production of weeknotes.

The products will continue to evolve to support the full range of our related residents including those with tenancies directly supplied by the Council, leaseholders, those in temporary accommodation and staff who work in associated tenancy management organisations.

There is substantial opportunity for organisational process transformation as part of this work. In addition, ensuring that internal staff will be able to support and extend any developed products is a key required outcome.
Problem to be solved
The Modern Tools for Housing programme is a replacement for and improvement on our previous solution, Universal Housing, which was nearing end of life and used previously at Hackney Council. Numerous other services related to UH were disrupted from the cyber attack in October 2020, creating an opportunity for a major programme of works to implement an entire new Housing Service.

In addition, Hackney ICT is currently in the process of beginning an internal transformation programme (“HackIT 3.0”) to evolve from project-based teams to long-running product teams. Any organisation winning this bid will be expected to support us in this process

We expect the agency awarded this contract to conduct the work in a manner consistent with Hackney’s values, working to the roadmaps owned by the workstream Product Owners and to deliver further improvements within the assigned budget.
Who the users are and what they need to do
The users are the tenants and leaseholders of Hackney; the staff that support them and the contractors that add capacity to our service functions as required.

They are supported by the technology and data professionals who will maintain and continue to improve the applications.

Individual user needs will be identified at the start of each phase of work, in collaboration with the agency.

A significant amount of work has already taken place in each of the three MTFH workstreams including developing fundamental data microservices, common technology components and specific desktop / mobile user interfaces for different staff roles. This is in addition to a large amount of recovery work post-cyber-attack and considerable effort spent on process re-engineering.

* Tenant accommodation repairs (“Repairs Hub”)
* Finance including arrears collection (“Finance Solution”)
* Direct support for our tenant and leaseholder residents and the staff who support them including Housing Officers, Contact Centre staff and others (“Manage My Home”).
Existing team
The existing three workstreams are each blended teams made up of a combination of HackIT staff and agency partners. These teams have been in place for up to a year and have shipped a variety of live software that must be supported and extended.

2. In terms of location, can anything be done remotely or is a presence required for the duration of the project ?If yes what would be the % split of remote to on site? thanks
We are open to remote working in line with the general Council policy. The programme has successfully been 100% remote during the pandemic. We would expect key members of the team from the winning vendor to be able to spend time on site with sufficient notice. This will not be a regular requirement.
3. Are there one or more incumbent suppliers?
We are currently partnering with 3 vendors on the programme. The winner of this tender will be responsible for delivering on of the workstreams from mid December and will expand to also take on the other two during Q1 2022.
4. Will there be a presentation stage, or just a written proposal?
Following the written stage we will produce a shortlist and invite those on it to do a short presentation about their proposal.
5. Do hackney expect to maintain development activities on all three MTFH workstreams simultaneously or will Hackney look to prioritise certain workstreams over others?
Work on all three workstreams will continue in parallel.
6. Would you prefer one supplier or are you open to a consortium?
We have previously worked with a set of vendors grouped together to deliver a service via a single lead supplier who sub-contracting out parts of the work. We're open to considering this again.
