The Critical Friend will work closely with the SRO, engage with Programme Board members and join briefings with senior stakeholders including the Chief Information Officer.
The role will necessitate regular engagement with the Programme Director, based in UKStratCom HQ, Northwood and the Deployed Platform Services Delivery Team, based in Service Delivery and Operations, Corsham.

Work setup

Address where the work will take place
The individual will work remotely during the current Covid-19 pandemic.
In future, attendance at UKStratCom HQ, Northwood and SDO, Corsham is likely to be required for Programme Boards and other events (these will be scheduled with at least four weeks advance notice).
Working arrangements
The Critical Friend will be required to attend all quarterly Programme Boards (initially remotely) and on ad-hoc basis as required (with appropriate notification) Programme Executives; Capability Integration Working Groups; Demonstrations; and testing exercises.

It is envisaged that this will equate to two days per month/24 days per year.
Security clearance
SC clearance must be in place prior to the contract starting due to the projects the individual is required to work with.

However, your weighting is 70% technical. My forte is the scrutiny of core business services i.e. strategy development and deployment, programme and project management, agile/software development (incl. testing and acceptance into service). Issues are typically found in requirements and due-diligence. However, you indicate a focus on the solution aspect - is this what you are aiming for or would you be open to a balanced critique across the start and end points?

You have requested this service under "Business Analyst", whereas the spec is that for a senior level, but detail-oriented programme director, with a deep IT background, including BA, architecture, coding, procurement, programme design etc. No BA could undertake this role and this also severely limits the rate which bidders can charge. BA's on DOS4 are significantly lower than some other roles and well below your maximum of £1250. For the quality and impact you need, 2dpw, £1250 is at the low end but some very high-calibre people will do it for the interest. They won't at BA rates. Please clarify.

Further to our question about this being categorised as a BA (which doesn't seem to fit the specification and will mean suppliers' DOS4 rates for BA's will preclude you finding high-calibre, high-impact people), we think this could be better procured under: Quality assurance analyst, Product Manager, Designer; as these roles encompass technology + business, high + detailed level and all the skills/experience involved; and DOS4 suppliers will have priced these at rates that will buy people who can actually make a difference. Below £1k pd you certainly won't secure anyone with the weight + depth + breadth needed.

24. Further to our questions about this being defined as a "BA" role, we also note it has been deeemed to fall inside IR35. We had assumed this was a "self-propelling" senior role, working independently to: define what good looks like; plan assurance activities; agree assurance priorities/activities through dialogue around this (not being instructed); navigate the organisation with minimal support to seek information; develop thier own view; deliver it at a senior level consultatively/tactfully but without being line managed. We think this is clearly what you need, but the "BA" + IR35 status suggest differently. Please clarify.
