About the work

Why the work is being done
DE&S require resources to assist with the Software Development (SharePoint, Office 365 and other languages), QA, Test and Release Management and Business Analysis for a portfolio of digital projects.

The current and emerging workload has been analysed and there is an immediate need for up to 5 resources. This includes at least 4 Developers and 1 Business Analyst. This would be Phase 1 of the project which will be managed on a time and materials basis capped at £232k (Inc. VAT). Subject to imminent Business Case Approval, Phase 2 is then expected for which DE&S envisage the need for up to 15 resources including (as an indication) a team of developers including 1 Scrum Master, 1 Business Analyst, a Test team consisting of Senior Testers and a Test Manager.
Problem to be solved
DE&S would like to engage with a specialist delivery partner who has proven track record in the delivery of large-scale and complex digital projects. DE&S are particularly interested in Delivery Partners with extensive experience of delivering content management solutions for complex problems in the engineering space.

The DE&S ASPIRE programme is standardising airworthiness management, through the introduction of new tools to further align our processes. The tools will be developed with key SMEs in consultation with Operating Centre and Delivery Team peers, the MAA and industry and they will be hosted on DAT Air Safety Portal.

DE&S employees need to be able to use the applications to help carry out elements of their role. Specific business needs will vary between applications.

Work setup

Address where the work will take place
The supplier's resources will be expected to work onsite at Abbey Wood, Bristol (COVID 19 dependent). MOD laptops will be provided to allow for remote working.
Working arrangements
The Supplier will work as a part of the DE&S CIO team, and they will be viewed as part of the overall Delivery Team with a 'one team' ethos. The DE&S CIO projects will follow Agile principles. It is expected that the successful supplier will follow the same approach.

Expenses to and from the Base Location in Abbey Wood, Bristol are not eligible to claim. Any expenses outside of the Base Location must be agreed in advance with the DE&S Delivery Manager and shall be in accordance with the MOD Business and Travel policy for Travel and Subsistence.
Security clearance
SC clearance is required.

The Authority WILL NOT sponsor SC Clearance and it must be in place upon commencement of the contract and remain valid for the contract's duration.

Essential skills and experience
  • Have demonstrable industry-certified engineering skills relevant to the Defence Sector, held by permanent employees of your company, that can be applied to domain-specific (e.g. Air) safety context
  • Have demonstrable experience of using engineering expertise to supplement the subject-matter expertise represented by the client-supplied Product Owner role in an agile environment
  • Have demonstrable experience of delivering an enterprise-class technical solution securing the achievement of rigorous safety standards (e.g. MAA) in a highly regulated engineering environment, combining multiple work processes
  • Have demonstrable experience of implementing an enterprise solution using customised workflow management and latest SharePoint development platform, incorporating Portal technology for information access
  • Have demonstrable experience of implementing an enterprise solution producing compliance and governance reporting via the latest Microsoft data visualisation technology, using a combination of SharePoint and SQL Server data
  • Have demonstrable experience of developing SharePoint solutions within a tightly restricted and secure target application development without availability of third-party add-ons and toolsets

  • (25%) Your proposal should demonstrate your teams’ experience of and skills for delivering a SharePoint solution relevant to DE&S’ requirement, providing sample evidence of professional skill-sets used.
  • (Continuation of above) The Presentation will provide an opportunity through answering a relevant problem statement for the introduction and participation of key members of your team.
  • (10%) Your proposal should demonstrate your approach and methodology to ensure that resources are successfully embedded (and measured) within the DE&S, providing a one team ethos for delivery.
  • (Continuation of above) The Presentation will provide an opportunity for DE&S to ask questions on your approach and methodology.
  • (10%) Your proposal should demonstrate your ability to scale a relevant multi-disciplinary team, giving an example of where this has been done successfully. Include how you’ll manage their work/maintain quality.

1. Could the Authority give an example of industry-certified engineering skills relevant to the Defence Sector?
Examples would include Aerospace or Aeronautical Engineering Degrees (BEng or MEng) or equivalents.
2. Phase 1 Start Date is confirmed as NLT 28 Sep 20. Please confirm Phase 2 Latest Start Date?
The Authority is not able to commit to a latest start date for Phase 2 at this stage because business case approval for this phase has not yet been granted. If approved, a realistic expectation is that Phase 2 will commence 8 weeks after the commencement of Phase 1.
3. The Phase 1 Limit of Liability is stated at £232k (incl VAT). What is the capped budget for Phase 2? Please confirm it is still T&M?
We are unable to confirm the budget for Phase 2 as this is still subject to business case approval. We envisage that Phase 2 will also be paid on a capped time and materials basis.
4. Regarding essential skills & experience 1 – what is meant by ‘industry-certified engineering skills relevant to the Defence Sector’? Please provide a list of qualifications that are specifically being sort.
When referring to 'industry-certified engineering skills relevant to the Defence Sector', the Authority is referring to qualifications such as Aerospace or Aeronautical Engineering Degrees (BEng or MEng) or equivalents.
5. DE&S envisage the need for up to 15 resources for Phase 2. Please clarify roles, grades, and specified skills for each. Will all need to be available from start of Phase 2?
The Authority is looking for suitably qualified resources from an existing team of people that can flex in line with the demands of the project, up to 15 resources. An indication of the roles has been provided in the 'why the work is being done' section. The essential skills and experience for these resources are also included within the advert.
6. Can you please confirm exactly what you mean by certified engineering skills?
When referring to 'certified engineering skills', the Authority is referring to qualifications such as Aerospace or Aeronautical Engineering Degrees (BEng or MEng) or equivalents.
7. When is notification of down-select likely and what are provisional dates for presentation to MoD?
Suppliers will be notified of the results of the down select by 11/08/2020. Selected suppliers will then be provided with a written proposal template along with details of the presentation. Written proposals are required to be submitted by 18/08/20 and presentations are expected to take place on the week commencing 21/08/20. Please note that these dates are indicative and are subject to change.
