About the work

Why the work is being done
The Restoration & Renewal programme is starting up in earnest. Given activation of the provisions in the Parliamentary Building Act 2019.
The dedicated Delivery Authority which will deliver the complex, multi-billion, multi-year programme is forming. The Delivery Authority needs to be correctly configured in order to arrive at a sound business case and make the required preparations before main works commence.
This work is required to define a target state, develop a target operating model and manage a strategic change of the existing arrangements into the new arrangements.
Problem to be solved
Develop an agreed target state for how the R&R Programme should be configured in the period October 2020 - October 2021. Develop the Target Operating Model, Business Process Model and Change Strategy & Plan than can be used to transition the current parties working on R&R into the new target state by October 2020.
Who the users are and what they need to do
All the parties working on/in R&R and those associated with the programme should be considered in scope for a change event. This is a number of around 2,000 people.

We expect the team to work onsite a minimum of 3 days, but as required for face to face meetings and engagement with the R&R Org1, Workstream 1 and R&R Data & Digital Team and suppliers.

Parliamentary Security Clearance will be required. No other Government clearance is valid.

1. Is there a prerequisite level of clearance required in order to obtain Parliamentary Security Clearance and will the client facilitate the process for obtaining Parliamentary Security Clearance for successful applicants?
Yes, we will facilitate parliamentary security clearance, however you must confirm your own Baseline Personnel Security Standard (BPSS) Checks .
2. You have stated that Parliamentary Security Clearance will be required. Do we already need to have this in order to bid for the tender? Or is this something we can put our team through at the start of the project, with your help?
You do not require Parliamentary Security Clearance in order to bid for the tender. We will facilitate Parliamentary Security Clearance for the successful bidder, however you will need to ensure you have performed your own Baseline Personnel Security Standard (BPSS) Checks.
3. Please can you advise whether there is an incumbent?
There is no incumbent.
4. Is this an opportunity that you would use and SME?
We would consider using a small to medium sized enterprise.
5. Can you advise what has driven the specific budget range?
This is our estimate of the amount of work required to perform Discovery and proposed an initial target operating model.
6. Is the stated budget solely for this piece of work or does it cover the other work streams with which the supplier will need to engage (org1, digital & Data teams etc...)?
The budget is solely for this piece of work.
7. Will personal data be processed or handled by the engagement team (expect client contact data required for day-to-day interaction)?
No personal data will be processed or handled by the engagement team, other than contact details of those required for day to day interaction.
8. What are the areas of ROM costs to be included in the outputs?
The cost of the change for each stage as developed within the proposed route-map.
9. What type and level of processes are to be mapped?
A business architecture, that defines the business strategy, governance, organisation and key business processes.
10. Is the requirement to design a target operating model to implement the Delivery Authority, or is it a TOM to mobilise the transformation programme?
The requirement is to design a target operating model for the Delivery Authority and Sponsor Body, not to perform the transformation programme.
11. How much progress has been made to set up the Delivery Authority e.g. have all the roles been recruited to, has all the governance been set up etc
The delivery authority is set up in part with some key roles including a Chair and Chief Exec recruited. The rest of the roles and structure are to be developed by the Chief Exec. A governance framework has been developed in draft and is subject to the structure developed by the Chief Exec.
12. In section "why the work is being done" it states "manage a strategic change" can you confirm this is a subsequent activity to be undertaken outside of scope for this work package?
Managing the strategic change is outside of the scope of this procurement.
13. Please can you clarify the reference to FTSE500, is this reference to the FTSE NASDAQ 500 Index?
An organisation large enough to be within the top 500 organisations by revenue in the UK.
14. It is stated the supplier will work with the Senior Leadership and "other" members of the team, please can you specify number of resources the supplier is expected to engage?
It is expect that fewer than 15 people on the programme will need to be consulted.
15. Has any of the work or preparatory work started either by internal or external resources prior to this opportunity being published?
Yes, and this is not published. It will be shared with the successful candidates following completion of their parliamentary security clearance.
