Must demonstrate capacity/flexibility to manage the design of front and operational facing digital products in line with GDS standards. Delivered through individually agreed SoWs the supplier must provide suitably capable multi-disciplinary teams with capability/skills in Agile design. A flexible approach will be agreed as each Statement of Work is agreed.

About the work

Why the work is being done
The work is required to support the design elements on a number of emerging digital initiatives and prototypes within the Future Borders programme/across government. The Future Borders programme has been established to build the cross government and industry capability and relationships that will provide a step change in how we operate and interact with industry and users of the Border.
Problem to be solved
Future Borders requires 2 partners to complete the design aspects of new and existing front and operational facing digital services. This will include (but is not limited to) design agile specialists incorporating work in scrum teams and delivering in phased sprints. This will be done through outcome based Statements of Work for a variety of projects sitting across the programme.

The Future Borders Programme sits within the Border Delivery Group (BDG) which has a remit to support the departments and agencies across government.

Existing team
The teams will augment existing capability secured via HMRC's Digital and core Future Borders teams. The digital initiatives sitting within each of the projects have varying degrees of existing capability allocated to them but the exact team make-up and dependencies will be clearly articulated within each Statement of Work as and when a need arises.

The supplier will be able to work from their own London based offices and will be expected to travel to:

Working arrangements
Work collaboratively with existing cross functional Agile Teams.
A flexible approach will be agreed with the successful supplier as each Statement of Work is agreed throughout the life of the contract.
Be responsible for travel and expenses to normal workplace. Expenses will be in line with HMRC policy.
Individuals will be expected to adhere to the Civil Service code of conduct.
Security clearance
The supplier(s) must ensure each individual supplied to us has BPSS security clearance.

Additional terms and conditions
The supplier(s) will have had experience working to Government Digital Standards.

Any personnel moves proposed by the supplier during the life cycle of a Statement of Work will be discussed and agreed with Future Borders in advance.

The supplier(s) will provide HR management support to each individual resource. Any capability or behaviors concerns will be raised by HMRC to the supplier, who will then need to act on these. HMRC will have the right to move an individual off of the account if standards of capability or behavior are breached

Skills and experience

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • The partner must demonstrate experience of working within UK Government and provide relevant supporting examples.
  • The partner must demonstrate experience of digital design capabilities within other sectors and provide relevant supporting examples including global delivery.
  • Have demonstrable experience of providing the relevant design skills, roles and resources against a variety of technologies required to form a Scrum Team.
  • Have demonstrable experience of collaborative working with a client's ‘in-house’ teams, including coaching and mentoring, and knowledge sharing.
  • Have demonstrable experience of successfully designing complex services using a pragmatic Agile approach.
  • Have demonstrable experience of scaling up and down teams to accommodate either new requirements or changes within the delivery pipeline.
  • Have demonstrable experience of providing additional and/or value added activities when acting in the role of a partner supplier to an organisation
  • Experience of designing to Government Digital Standards.
Nice-to-have skills and experience
  • Supplier would ideally have had a significant multi team contract with a public sector body
  • Demonstrable experience of design on cross government requirements.

Proposal criteria
  • Technical capability as demonstrated in their written examples, and required at interview.
  • Approach and methodology.
  • Ability to provide local resource and scale up or down as required, with examples.
Cultural fit criteria
  • Have the capacity to be able to mobilise quickly (within a week) as and when a need arises.
  • Have excellent communication skills with staff at all levels of the organisation
  • Will take full responsibility for their outputs, accept and learn from their mistakes.
  • Collaborate and partner, including with multiple cross Government stakeholders and complex/competing requirements.
