Who the specialist will work with
Working as part of a technical in-house team with responsibility for the development and maintenance of logistics data feeds to industry and other services. The team comprises of system designers, analysts, architects and data SMEs
What the specialist will work on
Working primarily in IBM Information Server DataStage 11.5, (currently upgrading from 8.7) part of their Infosphere toolkit there is a need to develop and test against emerging requirements for business to business, data integration and data migration services. This will include new customers of existing services, new data source requirements and new delivery endpoints working with new and existing stakeholders within industry and internal to MoD.

Working arrangements
Five days a week on-site working as part of a technical in-house team and reporting to the team leader who will allocate work priorities. DE&S IT will be provided. This post does not support remote working.

We reserve the right to extend for 6 months.
We will follow MOD T&S, however at the beginning of each SOW we will have a conversation with the winning supplier to understand any travel required to other sites. This position has been assessed against the Crown Commercial Services framework as being outside of IR35.

Essential skills and experience
  • Must have very strong understanding of SQL, including the execution and use of functions and stored procedures for Oracle, Informix, DB2 & Teradata DBMS (min 3 yrs experience) - 1%
  • Must demontsrate they have strong data management and data handling skills, including experience in handling a wide variety of data types including BLOB, CLOB and unstructured data types - 1%
  • Must demonstrate their ability to read and understand DataStage code, in particular Universe code & procedures and set application parameters - 2%
  • Must be able to write and develop DataStage code (min 3 yrs experience) - 2%
  • Must demonstrate their experience and understanding of Entity Relationship Diagrams and data mapping documentation - 1%
  • Extensive experience in data integration techniques with DB2, Oracle, Informix, Teradata, SQL and Postgres dbms, and MQ & FTP (min 3 yrs exp) messaging & data transfer applications - 1%

Questions asked by suppliers

1. Will you support the SC process?
The work will take place at a secure MOD site and SC clearance is required prior to commencement. The timescale for the project start date does not allow sufficient time for SC clearance to be obtained for any applicants that do not already hold it.
2. Is there a current incumbent?
There is a current incumbent for the role, which ends on 30 September 2019. The existing role ending 30 September 2019 is based at another UK location.
3. We have a candidate who is located in the North of England, are you flexible with a start time on Mondays and leaving on Fridays assuming at least 40 hrs are spent on-site during the week.
There could be some flexibility, but the site security policy restricts work before 07:00 and after 18:30, so any flexibility would be limited.
4. Due to the nature of the role, can we ask if candidates are expected to be UK national.
Non UK nationals are not restricted for the role providing they meet all other criteria.
5. Request you to please clarify following: the below mentioned two published MoD-Information Server DataStage ETL Developer roles have been duplicated by mistake or are they two separate roles?
They are two separate roles.
6. There is a total of 21 essential and nice-to-have skills, is there any way this can be shortened? It may be difficult for suppliers to secure the best possible talent given the lengthy application criteria, with no guarantee of even an interview?
The totality of the essential and nice-to-have skills are considered the best way to obtain a candidate with the range of skills required to fulfil the role.
7. Would NPPV3+SC Clearance suffice?
The security clearance for the role is SC.
8. The start date provided is 1st October, this would suggest there would be enough time to clear a consultant to SC, please can you confirm?
The time to obtain SC clearance following shortlisting and successful interview is not considered sufficient in this case.
