PDFs are tested for conformance with the W3C Web Content Accessibility Guidelines (WCAG) 2.1 level AA, providing an assessment of the level of accessibility the document should achieve. Testing is conducted using the following techniques:
• Inspection of the visual appearance of the document in Adobe Reader or Adobe Acrobat.
• Inspection of the Tags and Content panels in Adobe Acrobat.
• Lightweight tools such as the AIS Colour Contrast Analyser (based on WAI algorithm)
• Assistive technologies such as JAWS screen reader.
The PDFs are assessed by an accessibility consultant using assistive technologies that typically include (but are not limited to):
• JAWS screen reader
• NVDA screen reader
• Voiceover screen reader for Mac
