Value-chain 'Wardley' mapping of procurement functions (technologies, capabilities, data, culture, systems, etc) to identify opportunities for common components/ systems to be developed, and a view of what should be built, bought, reused or consumed. The outcome of this work are strategic recommendations for our programme and our stakeholders.

WP1845: Global Digital Marketplace procurement/ beneficial ownership transparency - discovery/ alpha

Building on work planned or underway in 3 out of 5 prioritised countries (Indonesia, Mexico and South Africa), GDS/ FCO require research, analysis, prototyping and agile delivery capabilities, to explore and test the linkages between procurement system elements (eg supplier registration), open data, and registers of company beneficial ownership (CBO).

WP1828: Global Digital Marketplace alpha - implementing open contracting data in procurement systems

Technical and strategic support of implementation of the Open Contracting Data Standard (OCDS) for up to 8 stakeholders across Indonesia, Malaysia, Mexico and South Africa. Develop further evidence on how OCDS can support the implementation of other workstreams and use this learning to build the capability of Digital/Technology buyers.

WP1824: Global Digital Marketplace ICT commissioning guidelines and associated KPIs

Building on the OECD ICT Commissioning Playbook alpha, GDS requires research, analysis and agile product development and delivery capabilities, to produce: - practical step-by-step guidance for implementing the commissioning principles - associated key performance indicators (KPIs) - additional case studies - new infrastructure to present content and associated materials

WP1823: Global Digital Marketplace discovery of national and subnational governments

Global Digital Marketplace Programme discoveries were completed under WP1694 WP1655 WP1656 WP1674, further national and subnational government organisations are in scope and we need two discovery teams working concurrently delivering discoveries in Guadalajara city, Mexico/Penang, Malaysia with two further discoveries over term and scope of the contract, if required.

WP1694: Global Digital Marketplace discovery of other nations’ open contracting data capabilities

Discovery research and analysis: - assess the maturity of in-scope nations’ open procurement and contracting 'ecosystems' - align/map the Open Contracting Data Standard (OCDS) to other Global Digital Marketplace programme elements - define scope for potential work for following alpha phases (or further discovery), to explore any gaps identified

WP1656: Global Digital Marketplace discovery of other nations' procurement policies and regulations

Discovery research and analysis into: - other nations' national and subnational procurement policies, regulations, and any plans to change them - extent to which current procurement policies and regulations (or planned changes) may support or hinder public sector transformation, digitalisation and procurement reform - scope of potential follow-on work

WP1655: Global Digital Marketplace discovery of other nations' DDaT routes to market & supply chains

Discovery/Research/Analysis into the: - extent which other nations' procurement routes to domestic digital, data and technology (DDaT) markets exist - maturity of supply chains within those markets - level to which these are functioning - scope of potential work for the following alpha phases, to start addressing any gaps identified

WP1674: Global Digital Marketplace discovery of nations’ DDaT / commercial capability & professions

Discovery Research/Analysis into: - other nations’ DDaT, Commercial capabilities and capacities - maturity of existing professions - consistency and ranges of skills, including critical skills - learning and development offers - recruitment and attraction strategies - extent of insourcing/outsourcing - work scope for subsequent alpha phases to start addressing gaps

WP1638: Global Digital Marketplace research, design and content creation

Research, design and content creation for a procurement reform best practice document that will be showcased at an OECD conference in Seoul and delivered as part of the Global Digital Marketplace.
