- Why the work is being done
- DWP have a strategic requirement to develop DWP Identity and Trust capabilities and deliver a Dynamic Trust Hub, enabling citizens to interact with Government Digital Channels safely and to prevent fraud and error occurring in the Department. Delivery milestones are set for November 2019 and March 2020.
- Problem to be solved
- DWP needs to develop and enhance its Identity and Trust capabilities and deliver a Dynamic Trust Hub. To support this, a supplier is required that can provide Agile Digital teams with flexible capacity and capability to meet changes in demand over the life of the contract. These teams will work across multiple disciplines including, but not limited to, product ownership, business analysis, user research and delivery management to enable delivery of hard dependencies. They will be required to deliver outcomes that enable DWP to reduce its reliance on current identity solutions, whilst protecting current remote identity success rates.

- Citizens accessing Government Digital Channels who need to securely verify their identity on-line, so that they can interact with our on-line services.

- DWP has carried out some early market engagement activity in relation to the Dynamic Trust Hub. An advert was published via Contracts Finder on 15th March 2019 inviting suppliers to apply to attend early market engagement discussions with DWP. These sessions helped DWP to define its requirements and develop a better understanding of the offerings and capability available in the marketplace.

- Close working with the existing team in our Sheffield Hub, complimenting our capability to enable delivery of hard dependencies. Required to be on site in our Sheffield Hub 5 days per week (Monday-Friday). Any travel expenses to the Sheffield Hub should be included in individual day rates.

- 1. How will the new trust and identity system interact with the existing GOV.UK Verify system?
- Not relevant to this DOS procurement. We intend to have a suite of capabilities that interact in the context of the service and the action through the Dynamic Trust Hub, this includes GOV.UK Verify and potentially other GOV.UK products/ services .
- 2. Will the new system be required to operate non-digitally, e.g. taking account of citizens who are not online and operating over the phone, via post or in person?
- Post 2020 we will be looking at Omni Channel capabilities but it is not a feature of the MVP.
- 3. Could you confirm the approved budget available for this opportunity
- The budget DWP has covers the full design development and delivery of the solution. There is no specific allocation for this element of the activity.
- 4. Would it be acceptable for the supplier staff to be cleared to BPSS or 'equivalent' standards?
- As published in the requirements of this procurement, Security clearance should be - Minimum Baseline Personnel Security Standard (BPSS)

- The last day suppliers can apply is 8th July. The suppliers will be shortlisted w/c 8th July and an RFP will be issued. Responses to RFP will be w/c 15th July. Supplier selection and contract drafting will be w/c 22nd July. Contract start date will be 5th August. All of the dates mentioned are indicative and subject to change.
