Why the work is being done "The R&R Programme has been established to undertake the significant work that needs to be carried out to protect and preserve the Palace of Westminster and ensure it can continue to serve as home to the UK Parliament.

The Programme is currently part of the House of Commons Strategic Estates directorate, supported by the Parliamentary Digital Service. The Programme will become part of the Delivery Authority in due course.

The outcomes are required to enable the existing Parliamentary Digital Service to prioritise support of R&R Digital Team as R&R design, develop and deliver their discrete Data & Digital Service."
Problem to be solved The existing Parliamentary Digital Service team are unable to prioritise support to the R&R Programme; these outcomes will alleviate that issue and allow the delivery of the R&R Digital Service to maintain the priority the programme requires.
Who the users are and what they need to do As the R&R Digital Service Team, we need support from Parliamentary Digital Service (PDS) to deliver the outcomes detailed below, as we progress the design, development and delivery of the R&R programme's digital service. To provide this support to us, PDS needs specific support so that the R&R delivery stays on track and is not subject to further delay.

1. Please can you clarify (for avoidance of doubt) – this is a technical role provided out the the Parliamentary Digital Service to be engaged in the R&R Programme effectively on secondment and directed by the R&R Programme, not PDS? There will be no conflicting priorities? This is a technical requirement. The successful candidate we choose to deliver the outcome will work for, and be managed by, PDS to enable PDS to prioritise support to the R&R programme. R&R requirements will take precedence.
2. In regards to answering your Dynanmics experience questions, are you looking to develop Dynamics specifically, or use Dynamics as a database with front end work happening in PowerApps (as is increasingly common due to it being low code)? The remit for our dynamics project has been to keep the product as close to ‘out of the box’ as possible, mainly with configuration changes to best fit with the business, with some minimal development/configuration/customisation.

We have not used PowerApps in this iteration, however, it should not be ruled out for any future iterations.
3. Can you advise if you require pricing at this stage? Yes, we are expecting to receive day rates for the candidates proposed to deliver each outcome.
4. You have specified you require day rates for consultants but there is no opportunity to provide pricing information during the application process. Can you advise? You will be able to provide pricing at proposal stage, should you be shortlisted.
5. Do you require the team to demonstrate experience of having worked together previously on similar projects? Or are you prepared to consider a newly formed team of highly skilled experts in this field managed by a Lead Consultant? If the team have worked together successfully, previously, please do reflect that in your proposal. However, we will consider any method of delivering a team, including a new team managed by a Lead Consultant.
6. Can you confirm if you are looking for a Consultancy to provide a team utilising their own permanent workforce? Or are you prepared to consider a team of suitably skilled interim Associates with the relevant expertise? We are looking for a single supplier to provide a team to deliver the outcomes advised in the DOS listing. We are indifferent as to whether the resources to deliver the outcomes are permanent, interim, or contract. I would add that the commercial element of the proposal accounts for 50% of the scoring.
7. Do you have an expectation on the size and make-up of the team to deliver the 9 outcomes?
E.g. Enterprise Architect, Technical Architect, Project Manager, BA and a number of consultants and developers to configure and build functionality in Azure / D365 / O365 / Sharepoint / Skype?…

8. Can you advise how big the project is in terms of user/employees? The programme is currently 350-450 users, expecting to grow to 650 when we move to a substantive Delivery Authority (after March 2020).
