Who the specialist will work with The specialist will work with:

• The co-leads overseeing the project in the Planning and Growth and Infrastructure teams, who will manage this work
• Two project officers devoted to the project, whose work the specialist will direct
• A range of IT suppliers: all back-office system and submission portal providers for London
• Consultants contributing to elements of the project
• All 35 of London’s Local Planning Authorities
• Partners involved in the project from other authorities outside London, including Plymouth, South Hams and West Devon.
What the specialist will work on Leading the development and implementation of a range of crosscutting workstreams, which will form a new stream of live data about development taking place in London. Including:

• Overseeing technical upgrades and changes
• Overseeing development of a new public ‘hub’ of planning information
• Overseeing a process to support boroughs in changing their local validation requirements.
• Ensuring appropriate user research is conducted in Agile
• Negotiating with suppliers and managing contracts
• Directing two staff-members
• Organising and leading planning, meetings and check-ins
• Tracking project progress / velocity and taking corrective action where necessary

3. Please can you confirm if there is any allowance for expenses if the candidate is not London based? No. The role is based at City Hall, however some remote working will be accepted.
4. Can the Authority confirm if an incumbent is currently occupying this role, and if they will be invited to re-apply via DOS ? This is a new role, there is currently no incumbent

7. I can see the specialist rate is set at £500 and buyer at £800. Would it be possible to increase the specialist rate without increasing the overall budget of £800? The budget is £500/day maximum, with no room for increase. However, this question is unclear to the GLA - are you able to clarify please.
8. Hello, it would be great if you could conduct an IR35 assessment on this task as it will affect who we are able to propose. The IR35 assessment has been conducted. As the candidate will be providing duties for us and in all other respects be treated as an employee, they deemed to be inside IR35
9. Can I ask how you came to the decision that the role is inside IR35, the fact the individual will be working part-time 3 days a week and that it is based on deliverable's, the fact they are not a key holder, the fact they will be utilising their expertise to deliver and the fact that the "specialist" will be coming in and consulting services surely points towards an Outside IR35 status? The HMRC Tax Assessment has been conducted for this role. The result states that ‘The intermediaries legislation applies to this engagement’, which is being adhered to by the GLA.
10. is it mandatory to have public sector and planning department experience? It is preferred but we will consider exceptional candidates without this experience who are looking to gain this specific skill set
11. Does the £500 include VAT This figure is excluding VAT
12. You stated you have used HMRC’s CEST tool to determine IR35 status. The CEST tool does not account for Mutuality Of Obligation; a primary determining factor for IR35 status. There is clearly no Mutuality Of Obligation for this engagement. Would you consider running the role through an independent tool that is more inline with case law? You will get much better candidates for your budget. The GLA uses the HMRC assessment as common practice. We may consider using an alternative tool for future opportunities
