Energy-Performance-of-Buildings-(EPB)-Registers contracts are due to expire shortly. The Department is preparing to buy/build a new service to maintain continuous service delivery for England/Wales and Northern Ireland. The current service facilitates the lodgement and retrieval of Energy-Performance-Certificates.

MHCLG need a Senior Business Analyst to continue with the development of the current Outline-Business-Case (OBC), seeking approval for funding/justification of the project. in conjunction with Government Digital Service (GDS)Standards, the project needs to develop an agile programme business case to support digital transformation of the current EPB-Register-Services. Re-procurement, user, business and technical specifications need to be reviewed and formally agreed to meet business needs.
Who the specialist will work with The successful supplier will work alongside an internal project delivery team (Service Owner, the Alpha team, Programme Management Office subject matter experts (SME's) (including IT, digital, data, legal, finance, commercial, and policy). The successful supplier will also work with the successful supplier delivering the Alpha phase for the Energy Performance of Buildings Register service.
What the specialist will work on MHCLG requires a business analyst to;

• Deliver a further iteration of Outline-Business-Case (OBC) in accordance with HM Treasury 5 case model to seek approval for the next phase of the re-procurement of the Energy Performance of Buildings Register (EBPR) service.

• Alongside, the OBC, to develop an agile Programme Business Case (PBC) to support a new digital service transformation to replace the-existing service.

• To update the EPB-Service-and-Business process-flow in conjunction with discovery/alpha outputs.

• Provide support for the procurement of BETA/project-delivery to ensure effective management-of-key-project-risks and delivery plans.

Working arrangements We would prefer someone to work on site full time and will consider working remotely 1-2 days a week with agreement.

We expect the successful candidate/supplier to work with us on a weekly sprint basis.

Travel/expenses to the primary site in 2 Marsham Street cannot be reimbursed by MHCLG.
Security clearance CTC or above is essential to avoid staff escorting on site. There is no requirement for supplier personnel to be security cleared. BPSS clearance will be required to access MHCLG's ICT systems.

Please make it clear whether staff have CTC security clearance or not when submitting responses.

3. Budget of £50k to £70K which you have mentioned, is this without VAT or inclusive of VAT? VAT is exclusive for this requirement.
4. Will you consider sponsoring a person for CTC clearance if he/she does not hold the existing CTC clearance in hand? MHCLG would consider sponsoring a person if they do not hold existing CTC clearance. However, please note that this may impact and potentially delay our timescales for this requirement. As a result, our preference is for interested suppliers to ensure that their business analysts interested in this position already hold CTC clearance.
5. Is this role outside IR35 or inside IR35? As we are looking for a specialist, this role is inside IR35. Arrangements for this shall be agreed with the successful supplier.
6. What is the key need for this requirement? Experienced business analyst with understanding of business, financial and technical experience, who can deliver a revised Business Case for internal and external approval. Challenge options provided through the Alpha, evaluate and challenge options linked into the business case.
7. What are the key Governance challenges – both internal and external Internal shall be to the Investment governance board, in which the successful candidate/supplier shall present the business case to the Investment sub-committee. External challenges consist of those working with the Cabinet Office – to develop and approve both the business case and sign-off of the Alpha phase to go to Beta.
8. Is this requirement brand new or was it revised based on the opportunity issued before Christmas 2018? This is a revision of the requirement originally issued in December 2018. The original requirement was stopped due to the need for greater GDS skills and experience required for our original competition. This has been highlighted as has the need for more experience in the technical aspects of the future service.
