About the work

About the work
Opportunity attribute name Opportunity attribute value
Why the work is being done Transformation at FCO Services is unique compared to the private sector and other Government organisations. The mix of highly secure environments and operating in a huge variety of areas from security, infrastructure, estates, logistics to software development is unique and does not lend itself to an off the shelf approach to agile methodology.
The project is due to start 01/02/19.
Problem to be solved FCO Services identified the need to engage with an “agile partner” to support us in our development and transformation, enhancing the continued drive delivering value through the work we do with other Government departments.
Who the users are and what they need to do Our roles are essential to the safe and secure operation of mission critical Governmental services covering the global estate. To continue this focus FCO Services need the expertise to support and enhance the changes that will reflect the accurate benefits to our customers, colleagues and ultimately the global estate. This requires expertise of agile, agile working and other related disciplines relating to organisational change so that the appropriate advice and action can be recommended and supported at the right time.

Questions asked by suppliers

Questions asked by suppliers
Supplier question Buyer answer
1. This question was asked 5 times:

What’s your Budget?
Up to a maximum £750k
2. 2. Question been asked 3 times:
"The Essential Skills and Evidence question that asks "Supplier must provide all assumptions, caveats or exclusions in their response" is challenging to answer in the context of the 100 word responses, could you clarify how you wish us to respond?"
This question has been asked to ensure that it is clear what is included in the proposal and therefore to avoid any ambiguity. Please provide a response which will provide the level of clarity necessary to avoid further questions.These are essential criteria and each question should be answered as requested.There is no further information being provided.
The evaluation process is in 3 stages as described:
3. This question has been raised 5 times:
"Do you have an organisation currently doing this work?"
No however we previously engaged with a supplier in 2018. Supplier details cannot be given.
4. This question has been raised 4 times;
"You have stated the latest start date by 4.02.19 but the applications close on 31.1.19. Please can you confirm this? There is also an ITT stage in between. Could you please confirm the correct timeline for the opportunity?"
Yes I can confirm that the start date is the 04/02/19 although there is a few days flex should it be required.The timeline is correct, there is not an ITT stage in the process, there is a requirement for bidders to provide a proposal which I would suggest is sent to the following email address:
It.andtelecoms@fco.gov.uk
5. This has been raised 4 times
"Could you provide any information at all which gives us an indication of the size of the team you need or the skill mix you require?"Can you please provide further clarity over what you require/ how many people – is it agile coaches etc. or do you literally just want a company to come up with an agile strategy (in which case you might need business analysts etc too?)
FCOS is looking to the market for proposals which provides a solution which is fit for purpose and expects responses to indicate best practice with regards to resource levels etc.
6. This was raised 4 times;
"Are you able to confirm whether you are looking for full time resources based only onsite?"
All resources will be expected to be on-site however this is not a ‘full-time’ requirement and resource will be ‘called-off’ as necessary over the term.
7. This question was raised 4 times;
"Could you please confirm whether SC-eligible resources are acceptable and that the Authority will support in their SC-clearance before the project commencement?"
FCO Services will support SC clearance if required, and yes it will be a requirement for all consultants.
8. This was raised twice;
"Will this be a fixed price engagement or T&M?"
Fixed Price rate card for the term.
9. This was raised once;
". For the proposal stage, will there be a presentation?"
No
10. This was raised once;
"What is the approximate team size (Agile practitioners) the Authority is looking for?"
This is not for FCO Services to stipulate we are looking for the supplier to provide that level of information.
11. It is stated, "Do you have Agile Practitioners available to start within the timeframe?". By "Agile Practitioners" are you meaning this in a general sense or do you specifically mean somebody that holds the APMG AgilePM Practitioner qualification? Qualified Agile personnel.
12. Please could you provide more information on what you mean by Agile Transformation e.g. technology delivery, organisation ways of working etc? In this context it would be agile methodology in operational delivery
13. Is there any additional information you can provide us on the project? Not at this time
14. Two of the questions tenderers must answer appear quite similar, i.e. "Do you have Agile practitioners available to start within the timeframe?" and "Evidence of SC cleared Agile practitioners ready to start in the timeframe". Can you please confirm the difference in responses required for each question? Do you have agile qualified personnel?
Do you have agile qualified security cleared personnel?
15. Please can you confirm whether you are looking for Agile Practitioners to undertake projects for you or whether you need Agile Practitioners to turn FCO Services into an Agile organisation or a mixture of both? Agile practitioners to aid FCO Services in their transformation into an Agile organisation
16. Please explain how you will use the questions in the "Skills and Experience" section to shortlist applicants down to 4. The 5 questions listed appear to be closed questions and do not appear to be structured to evaluate a supplier's technical ability to deliver the requirement The 5 questions are not closed questions, expectation is that the suppliers would use their initiative and expand on their responses to raise their bid profile.
17. Do you require all consultants to have SC clearance in place at the initiation of contract (4th February) or will you support people in obtaining / re-activating clearance once contract is underway? You state it as mandatory in "Work Setup", but 'nice to have' in "Skills and Experience". Many thanks. Yes at the start if possible
Yes we will sponsor
Individuals will require SC clearance prior to working on site
There is no indication in the essential criteria that mandates sc.
18. What is the scope of agile transformation across the organisation? There are two departments within the organisation both covering – Operational Delivery
19. Is Agile certification and SC clearance mandatory for all the consultants? Agile certification is mandatory, SC clearance will be a requirement for all consultants.
