Provider creates and maintains an enterprise architecture capability providing a function promoting the creation of coherent solutions. Function will deliver a range of architecture services, software/business/data/ technology/solutions/security/service/infrastructure, and supporting governance frameworks that enable DVSA to enhance its frontline services though delivery of strategic digital solutions.

Budget range
Forecast Budget up to £3 million per year.
The budget is based on the current portfolio and business as usual requirements for the coming year with a similar figure forecast for the following year. Budget approvals are in place.

The range of rates which DVSA expects to pay is £550 - £950 per day depending on the particular discipline.
Price submissions should be provided on a rate card which covers all the disciplines identified in the published opportunity. Price evaluation will use the total of day rates shown on the rate card and scores awarded by calculation.

About the work

Why the work is being done
DVSA needs Architecture Services to support its multi-year Digital Transformation Programme for modernising technology, services and processes. The call off contract will be for a period of 12 months with an option for a 12 months extension. The service is for the provision of a cohesive Architecture Strategy, Governance and Assurance Service, on call-off, to provide vision, impartial guidance and direction to DVSA. The function will also contribute to the Enteprise Achitecture to strengthen DVSAs control over it's digital ecosystem. DVSA will require knowledge transfer to its internal architecture function and mentoring services to facilitate handover and maintain business continuity.
Problem to be solved
Current agile development processes; management level products and current review processes for DVSA digital projects; financial control of multi-threaded large digital products; supplier to assist the agency's relationship with DfT and Central Government and understand the strategic objectives of the agency and how these are supported via digital transformation. Supplier to set up and define the project as well as to execute the projects.
Strengthen Enterprise Architecture and Solution Architecture within the DVSA. Responsible for the creation and maintenance of a solution architecture capability to provide a function that promotes the creation of user-focussed, value for money, and business-aligned solutions.
Who the users are and what they need to do
Supplier, from time to time, will need to work with Department Heads, DVSA Programme Delivery Executive, Architecture Group (which this service will be supplementing), Financial and Corporate Services, DS&T Communications, DVSA third party digital suppliers, OGDs (Other Government Departments), (this list is not exhaustive).

Questions asked by suppliers

1. Are the DVSA shortlisting Employment Agencies as part of this procurement? Noting that recruitment agencies don't have the contractors at the point of application nor appointment.
The business type is not a factor in the shortlisting or evaluation processes. To be shortlisted a participant must meet essential skills and score highly on nice to have in accordance with the framework process.
2. Have the DVSA got any experience working with HDD, Lean-Startup techniques, or Evolutionary Architecture?
DVSA follow an evolutionary approach to architecture, aligned with GDS practices. Specific methodologies are generally determined by delivery partners.
3. Business architecture is mentioned but most of the tender is related to solution architecture working in projects. Does this tender include typical business architecture services: business strategy development, operating models and transformational change across the agency?
There may be a need to provide business architecture services such as operating models and transformational change, linking back to the Agency 5 year Strategy.
4. Do you have an enterprise architecture team or head of EA that this service works to?
DVSA operates a number of architecture domains, which are overseen by an enterprise-wide governance body. Each architecture domain has a head that architecture resources report to.
5. What are the expectations re: end user technology, i.e. will DVSA provide suitable laptops. If we are able to provide laptops will there be any specific access or security build specifications that we need to adhere to?
DVSA will be providing end user devices such as laptops to perform the contract and the supplier will be obliged to follow DVSA policies in the same way as a DVSA member of staff under the acceptable use policies. It is anticipated that any phones will be provided on a case by case basis depending on the service itself
6. What kind of agile methodology is used, for example SAFe?
DVSA predominently use SCRUM and KANBAN methodologies
7. Can DVSA clarify whether the intent is to select a single supplier for this requirement or a multiple suppliers
It is DVSA's intention to appoint a single provider for this service.
8. Is there expected to be any TUPE obligation from the current provider or DVSA staff as part of this contract?
There is no TUPE obligation under the incumbent contract.
9. Can DVSA identify the likely quantity/type of architect that may be required from the contract signature date?
The first stage of implementation will be for the sucpplier to assess the requirement. There will then be an appropriate period of time to allow mobilisation of the required resource.
10. What are your day one requirements for architects?
We have put in place arrangements with the incumbent for a staged transition, so we do not envisage an immediate requirement.
11. Will DVSA accept a scaling approach for setting up initial resources future requests for larger numbers?
The first stage of implementation will be for the sucpplier to assess the requirement. There will then be an appropriate period of time to allow mobilisation of the required resource.
12. Problem to be solved – "Supplier to setup and define the project as well as to execute the projects" – Please clarify this requirement as it implies Project Management resource as part of the offer?
There is no intention to include Project Management as part of the requirements. Please read the text in the context of AaaS.
13. what is the expectation against architectural governance? will this require pmo resource etc?
Resources will be required to be involved in the architectural governance activities, as well as assisting DVSA in maturing the current process. There is currently no expectation of needing additional PMO resource related to architecture governance.
14. Would the DVSA be prepared to work with multiple suppliers?
If a group of suppliers wished to collaborate as a consortium to bid for this opportunity we could consider multiple suppliers. However there would have to be a single point of contact coupled with joint and severable responsibility under the contract.
15. What level of service management will the DVSA require? (eg service reporting, target reporting, financial tracking, etc)
Our current service provides weekly tracking and 4 weekly service reviews, so this would be the minimum requirement. If you consider enhanced reporting would represent value for money please identify what is being offered in your proposal
16. Would the DVSA accommodate the utilisation of off shore resources working either Off Shore and/or within the UK.
The use of off shore resources is unlikely to be considered as we tend to work in integrated teams.
