Why the work is being done The Commission is considering moving to cloud versions of the Microsoft services it uses. A key application, Register+ is currently an on-premise SQL database.

As it holds registration details for charities, the application and data is central to the future change portfolio. Operational risks with the application and supporting processes must be identified and assessed.

Tactical improvements, quick win fixes, remediation options for Register+ and supporting processes, and a strategic plan for cloud migration are required to ensure the database can continue to support the Commission's work in the target architecture.

Work must be completed 29/3/19.
Problem to be solved Unidentified risks associated with the current database and integration processes;
• No roadmap to migrate current database to cloud-based solution.
• Gaps in documentation of Register+ and integration processes impedes systems rebuild/restore capability, and succession planning.
Who the users are and what they need to do - As a Commission caseworker, I need to use Register+ information to aid my decision making and record information pertaining to the charity.
- As individual members of the public we need easily accessible information so that we can confidently support charities.
- As the regulator of charities, we need assurances regarding maintenance and change delivery so we can meet our regulatory obligations.
- As a government body, we need to be able to take advantage of advances in technology that help us build more efficient, reliable and affordable services.
Early market engagement
Any work that’s already been done We have a number of architecture design artefacts and operating procedures that will be made available to the supplier.
Existing team Predominatly working with the internal Information Services teams; which is made up of a Solution Design, Software Development, Testing, Strategy & Governance, Infrastructure, Service Delivery Teams (ServiceDesk & Application Support), and a Data Team. These teams are made up of a mixture of skill, knowledge and experience levels of both the Commission, technical role, methodologies and ways of working.
There will also be engagement with non-technical colleagues in the wider Commission and other suppliers.

Working arrangements The Commission is open to a variety of working arrangements, including remote working.There is an expectation that supplier personnel will need co-locate with colleagues in the Taunton and Liverpool Offices for short periods of time. Assurances will be sought as to how effective collaboration and delivery will be achieved between all parties when supplier personnel are not on-site.

Suppliers will be responsible for travel and expenses to the normal workplace. Any travel required in addition to/or outside of the locations specified, will only be paid if agreed in advance and in line with the Commission's Travel and Subsistence Policy.
Security clearance Delivery team members must have completed the HM Government Baseline Personal Security Standard (BPSS) check and be eligible and prepared to undergo the clearance process to at least Security Check level.

  • Experience of the following technologies: MS Dynamics CRM (2011 - 365), Java/Javascript, HTML, .Net (VB), Mulesoft API/Service architecture, SQL Server 2008 - present, Drools, Cloud & Hybrid infrastructure
  • Experience of migrating from on-premise databases to cloud-hosted versions, preferably using Microsoft technologies. Examples demonstrate experience of replacing legacy integration with more efficient alternatives

  • Evidence of resources that have existing BPSS security clearance that will support the speeding up of on-boarding teams.
