About the work

Why the work is being done The Trust (GMMH) are looking to procure a sub-contractor to support the delivery of a Waiting List Initiative (WLI). The subcontractor should have demonstrable experience in delivering e-CBT therapies to a significant number of clients within a 3-5-month timeframe under waiting list initiative conditions.
Problem to be solved GMMH require a provider of online one-to-one Cognitive Behavioural Therapy (CBT). CBT to be delivered in real-time by BABCP accredited therapists. The CBT therapy in question must be delivered strictly in line with NICE guidelines and validated PHQ9, GAD 7 and PEQ recovery metrics monitored to ensure compliance.
Who the users are and what they need to do As a Patient I need Patient and therapist communication to be supported through a secure website and accessed via secure logins for both patient and therapist, where possible a two-factor authentication must be in place to ensure the only authorized clients/practitioners are accessing the system and communicating. So that I no longer need to be on the IAPT Waiting list.

Questions asked by suppliers

Questions asked by suppliers
Supplier question Buyer answer
1. Sorry, can we just clarify some of these essential skills and experience.
Do you need us to provide Treatment as well as the technological platform to provide that treatment? How about Therapists? Do we need to provide therapists as part of this tender? Are the therapists a list of local IAPT suppliers to the customer?
- Yes we would be interested in you providing treatment as well as the technological platform.
- We would look for the technical platform to be supported by your own therapists and for that cost to be included within your response.
- As to the last part "Are the therapists a list of local IAPT suppliers to the customer?" I am not sure I understand fully. We want the provider to provide a service at least as good as those achieved by the local IAPT service on a like-for-like basis. If I have misunderstood please send another question through.
2. What does the buyer want from the "Hours of Operation" question? Is this our opening times as a tech service? Why is this relevant if it's a technology based, e-CBT enabling platform? Are you expecting to procure the therapists as well from us? Yes. The contractor should be able to demonstrate their ability to assess and treat during an initial session aimed at socialising the client to the CBT model and to online working, begin to establish a therapeutic relationship, have a broad understanding of the presenting problem and the patient’s goals and to undertake a risk assessment.

Therapy appointments should be available from Monday to Sunday throughout the day and evening to suit the patient’s availability.

Administrative support should be available from Monday to Friday 9am-5.30pm to assist with general operational queries.
3. What is the budget for this tender? At this point in time we have no set value. We have received Approval from the Directorate management team to fund a solution.
4. Have you procured services under the Digital Marketplace before? No this is the first time that Greater Manchester Mental Health has looked to award through the Digital Marketplace.
5. 1. Can you please provide clarification on patient volume and how many CBT sessions Manchester currently provide per referred patient?
2. Does the 3-5 month timeframe refer to time to implementation or 3-5 months from referral to completion of CBT sessions?
3. Does the 24 hour access means access to the system/portal rather than actual appointments round the clock?
1. This particular initiative will look to target a Waiting list that consists of 1400 patients with the potential for development across GMMH depending on the success.
2 . We would want the successful supplier to have assisted us in delivering a significant number of CBT sessions within the 3 - 5 month period.
3. Therapy appointments should be available from Monday to Sunday throughout the day and evening to suit the patient’s availability. Administrative support should be available from Monday to Friday 9am-5.30pm to assist with general operational queries.
