About the work
- Why the work is being done
- In 2016 the PSNI with NI Direct delivered an online facility on the NI Direct Digital Transactional Toolkit that enables members of the public to make a request for a firearms licence, or to update an existing licence. Additionally an admin facility was developed that sits on the PSNI Network(IL4). PSNI have a need for further development of both components. PSNI are also working on the delivery of a new command and control system that requires the ability to perform background checks that require read access to the firearms admin data via a REST-API interface.

The PSNI's new command and control system requires the ability to perform background checks on firearms admin data this is a critical aspect to this project.
There are urgent enhancements required to the currently online firearms applications facility and the corresponding admin system that sits on the PSNI Network (IL4). Some of this works is required to meet GDPR regulations.
It is essential that the specialist has proven experience developing on the Digital Transactional Toolkit (DTT). - Who the users are and what they need to do

The ICS Department supports a range of ICT applications for the PSNI business areas. The ICT department wish to:
• Enhance the functionality of the existing FLO(Firearms Licensing Online) Admin facility.
• Enhance the functionality offered to the public via online Firearm application forms.
• Develop FLO to interface to the new PSNI Command and Control System (CCS) enabling that system to search the FLO Admin database.
The resource will be required to work on the design, development, testing and implementation of amendments and enhancements to FLO. - Early market engagement

- Have demonstrable experience in delivering technical solutions on the NIDirect Digital Transactional Toolkit platform.
- Have demonstrable experience in building user interfaces utilizing the Knockout and VUE javascript framework libraries.
- Have demonstrable experience of developing enterprise scale applications utilizing the Microsoft Technology Stack including ASP.NETMVC , SQLServer2014/2016, Entity Framework and of implementing RESTful APIs using the .NET WEB API framework.
- Have demonstrable experience of developing highly secure solutions within highly secure environments such as the PSNI or equivalent .
- Have demonstrable experience of developing asynchronous solutions capable of consuming web data and using data staging architecture to deliver data on a timed schedule.
- Have demonstrable experience of designing and implementing innovative business process IT solutions, based on the above technology stacks, that are compliant with NICS/PSNI security policy framework and web standards.
- Have knowledge and expertise in data protection including GDPR and the implications for software development.
- Have the ability to develop a REST API to enable the Command and Control application to interface with the PSNI Firearms Administration database which resides within the PSNI protected network.
- Work with PSNI to agree and finalise the design of the enhancements to the PSNI Firearms Licencing Online (FLO).
- Conduct factory acceptance testing with full regression testing of the updated application to ensure that established functionality has not been affected.
- Support user acceptance testing by PSNI representatives and address any issues arising from this testing.
- Execute the implementation of new releases in the production environment.
- Meet with PSNI representative to discuss and agree plans for the development and delivery of the upgrades and enhancements.
- Supply their plans for the development, testing and implementation of the upgrades and enhancements
- Provide a secure mechanism for the transfer of files from their premises to PSNI for implementation.
