About the work

Why the work is being done
ISS Project Managers have identified the non-availability of sufficient Suitably Qualified and Experienced Personnel as a major threat to their ability to deliver within the stated Performance, Cost or Time Key Performance Indicators. ISS is seeking to mitigate this risk through the development of its existing workforce. To establish a baseline against which to develop its existing workforce ISS has invested in IBM Kenexa, an industry-recognised skills management tool. IBM Kenexa allows individuals to self-assess against the required skills frameworks and compare these with levels identified within their Terms of Reference to identify skills gaps and areas of expertise.
Problem to be solved
External support to perform the following activities:
a. Validation Interviews. Develop a questionnaire for use in validation interviews. Identify and provide independent technical experts to conduct the validation interviews of all 110 personnel in scope.

b. Analysis. Analyse the data once both data points are in Skills Manager (self-assessment and independent interview assessment) and provide recommendations on top talent and development requirements.

c. Training. Provide classroom-based training on how to run validation interviews for 60 Band B (Grade 6 and 7) and Military equivalents so that they can train their peers and also conduct validation interviews with the lower grades.
Who the users are and what they need to do
The users are the ISS Senior Management Board and the Chief Operating Officer.
In order to meet the Defence Board objective of identifying a strategic workforce plan to meet and shape future demand it is necessary to identify the skills that are with the current military and civilian workforce.
A baseline needs to be identified in order to understand the requirement for upskilling so that the workforce is able to deliver current and future demand.

- IBM Kenexa skills tool is in place with licences for all ISS staff
- Some Staff have conducted self-assessments
- Some Independent assessments (P3M Function only)

Existing team
A dedicated, joint, multi-disciplinary project team is being established, led by ISS Chief Operating Officer (COO) and including MOD Head of Information Professions (HOIP), Joint Forces Command People team, the Human Resources Business Partner, the ISS COO and MOD HOIP teams.

Primary Site will be MoD Corsham, ISS, Building 405, Westwells Road, Corsham, Wiltshire SN13 9NR.

May need to visit other MOD and Government sites such as London, Forsyth, Henlow, Wyton and Blandford, however this list is not exhaustive.
Working arrangements
The supplier will be expected to work 5 days a week. The working day is 8 hours to include 30 minutes for lunch. Day visits may be required to visit other sites. Overnight visits are not anticipated however if they are required permission will need to be sought in advance. The supplier will report to ISS Chief Operating Officer Deputy Head.
Security clearance
SC Clearance must be in place prior to the contract starting due to the projects the team are required to work with.

The Authority WILL NOT sponsor SC or DV Clearance, it must be in place and remain valid for the duration of the contract.
