Who the specialist will work with
The specialist will support the Head of Engineering Practice to establish the software engineering and devops capabilities within the Engineering Practice, and to recruit new engineering talent into BPDTS. There is currently a need to increase senior capacity within the Engineering Practice to shape and drive activities in these two areas to establish the required momentum across the business.
The specialist will work with counterparts in DWP to build cross-community ways of working, support the organisation’s strategy to increase digital capability and assure delivery of digital services.
What the specialist will work on
1. Support the Head of Engineering Practice to establish the Software Engineering and DevOps communities.

2. Work with counterparts in DWP to build cross-community ways of working which support the organisation’s aims to increase digital capability and assure the delivery of digital services.

3. Work with DWP counterparts to develop a deep understanding of customer needs both now and in the future to establish a longer-term view of service demand.

4. Undertake effective knowledge transfer and handover to BPDTS personnel at the end of the assignment.

Caxton House London, Newcastle or Blackpool.
Working arrangements
Onsite 5 days a week with significant travel between London, Newcastle, Leeds, Blackpool and Manchester. Maximum, of £1,000 per week limit on expenses, which must be pre-approved and adhere to BPDTS Ltd Expenses Policy.
Security clearance
Baseline Personnel Security Standard (BPSS) required

Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.

Essential skills and experience
  • Demonstrable experience of forming and leading software engineering and devops teams in a digital environment.
  • Collegiate in approach and able to build a vision and momentum for change.
  • Familiar with professional services business models and associated business processes.
  • Significant experience of managing the delivery of large-scale digital solutions in both Agile and Waterfall environments to time, budget and quality.
  • Experience of coaching and leading self-organising teams in advanced Agile techniques.
  • Able to demonstrate experience of challenging organisational processes to reduce complexity and optimise delivery flow.
  • Extensive experience of leading and continuously improving large Software Engineering, and devops teams within a complex, multi-disciplinary environment.
  • Good practical working knowledge of a broad range of technologies (open source and proprietary) used over the last 20 years.
  • Extensive and deep experience of full stack system development.
  • Able to communicate effectively with and understand software engineering and devops practitioners.
  • Able to build credible relationships at senior levels within a complex organisation.
Nice-to-have skills and experience
  • Experience of contributing to and influencing organisational transformation.
  • Experience of technical services business development.
  • Experience of working in waterfall environments and understanding of constraints and requirements when working with or interfacing with legacy systems.
  • Background in systems integration.
  • Working knowledge of relevant technologies and tools, such as AWS, Terraform, Ansible, Linux, Nexus, GitLab CI, Puppet, Red Hat, Centos, Checkmarx and Blackduck
  • Recognised qualification in scum or scaled-agile techniques.
  • A member of a relevant professional body.

The specific focus is as follows:

a. Developing the software engineering and devops practice communities and ways of working.
b. Identifying capability gaps to determine development and recruitment needs.
c. Attracting new talent to the organisation and leading recruitment campaigns.
d. Developing career pathways to facilitate career progression.
e. Providing direction and coaching to members of the software engineering and devops practice.
f. Implementing new processes and tools within the practice to support demand management, resource allocation, practice communications, learning and recruitment.
g. Developing a service catalogue with target service levels for each software engineering and devops service.
4. Are you able to give more information as to which of the 'Assessment Methods' you will be using?
We will be using Presentations. It is anticipated these will be on Friday 6th July in London.
Presentations to address the key areas of:
o Establishing, developing and recruiting into the community
o Equipping our practitioners to be successful
o Simplifying and automating what we do – both as a community and in delivering our engineering services on the ground (e.g. DevOps tooling)
o Improving the quality, value for money and effectiveness of our existing services to DWP
o Developing new services to DWP to support the digital transformation of the Welfare System

As per the published advertisement, BPDTS Ltd has not set a Day rate / Budget range for this role.

7. What behaviours do you expect the specialist to bring to the role?
We expect the specialist to meet the cultural fit criteria, be engaging and be able to create energy. A well respected specialist with a good network and market presence would be beneficial.
8. Is there any flexibility in the base location?
The base location needs to be in Blackpool, Newcastle or London. The main activity for the Engineering Practice is in the North of England. There will be significant travel between the sites.

10. What exactly are the technology areas to concentrate on?
We expect the specialist to have demonstrable evidence of all aspects and breadth of IT Infrastructure i.e. from old legacy mainframe through to cloud agile based services. They need to be able to substantiate this with a deep understanding and detailed knowledge.
11. Is there a flexiblity of work from home and also 4 days a week?
BPDTS Ltd can accommodate 4 days per week. With regards to working from home, as the specialist settles into the role we should be able to build in some flexibility as we establish the most appropriate ways of working.
