Why the work is being done To ensure that the Combined Authority’s web offer continues to meet customer and business needs.

We need to ensure that the websites

a) are able to withstand the continuing increase in customer usage and are resilient to significant spikes in usage during periods of bad weather, which can see the equivalent of a normal month’s usage in a short period

b) meet our users' needs for responsive design and accessibility

c) provide a platform suitable for representing the organisation and the region, particularly in digital and innovation

d) have a clear and easy-to-use CMS.
Problem to be solved Bring together our existing sites into a single redesigned website. The successful bidder will partner in designing and delivering this new platform – using the Umbraco CMS, hosted in Azure – and providing ongoing support and development for it.

It will involve bringing together 6 sites, meet new branding guidelines and provide a platform for stakeholders to share key news.

This will require a number of core templates to be designed and built:
• Homepage
• Landing page
• Blog template
• News template
• Content page.

Integrate with Google Analytics, Microsoft Dynamics CRM, and social media.
Who the users are and what they need to do As a member of the public, I need access to all West Yorkshire Combined Authority supported websites for news and updates, transport information and to make ticket purchases.

As a business user, I need to find information on funding and support.

As a member of the public and business owner, I would expect that websites which have become inaccessible or where critical functionality is degraded, due to software maintained by the vendor, is detected, acted upon and is reactivated very quickly, Monday to Sunday, 7am to 10pm, including all bank holidays except Christmas Day

Existing team There are three principal teams involved:

Communications team are the business owners of the digital estate, and drive the need and scope of the project.

Business Systems Team undertakes the development of small scale bespoke systems, online developments and second line support for the existing applications. The BSM will be responsible for managing this contract.

Technical Services deals with the systems administrative side, ensuring that systems and servers are working to the required levels and ensures that the Infrastructure and Architecture is current.

This team will be responsible for managing the Azure environment which will host all websites

Working arrangements Partnership working is essential for the contract to be a success. Close working with ICT Services and Communications departments will be required, as will regular face-to-face meetings with key parties, located in Leeds. 1. Re the requirement for an Umbraco Gold partner, would significant/wide-ranging experience in implementing Umbraco be sufficient for a supplier that is not a Gold partner? After previous experiences, we have set our requirements high to have the quality assurances that a gold partner would give us.
2. Are you open to other technologies apart from Umbraco CMS and Azure? For example; PHP or JS, as well as hosting on AWS or similar. Not at this stage.
3. When do you anticipate a go live date for the project? We anticipate the project to take approximately 6 months from commencement. However, we are open to hear views on this timescale and any thoughts on the opportunities for phased delivery; for example, to deliver a single news hub by end of September.
4. Hi, why have you already made a decision that Umbraco is your CMS of choice? We are a Microsoft based technology organisation and this is open source.
