- The specialist will be working with Cabinet Office, Government Digital Service, IPA Programme Assurance, Complex Transactions Team (CTT), Other Government Departments, Incumbent and new Supplier organisations and teams, Government Commercial Function (GCF), Crown Commercial Services and GDS technology spend controls.
- What the specialist will work on

Provide senior Project & Programme Management (PPM) expertise in review (disaggregation) of large technology expiring contracts.
Deliver technical reviews to support wider strategy to bring IT services and network architecture activity back in-house and produce/review SOBC and OBC business case to HMT approvals process.
Produce strategic procurement strategies and lead supplier engagement processes & lead detailed negotiation with network suppliers at a technical level on projects and programmes.
Provide programme assurance to Cabinet Office existing processes, (IPA programme assurance, GCF for supplier spending, GDS technology spend controls).

- Government Digital Service, The White Chapel Building, 10 Whitechapel High Street, London, E1 8QS and other Government Department and supplier locations as required.
- Working arrangements

The specialist will be working individually or with other SST resources, directly with Large Expiring Contract Projects and Programme Teams, SRO/Programme Director/Programme Manager, technical staff. The working pattern will be Monday to Friday, normal business hours.
This role is out of scope of IR35. - Security clearance

- Must have experience of delivering technical reviews to support government strategy to bring SIAM activity back in-house and produce/review SOBC and OBC business case to HMT approvals.
- Must have (3+) experience of providing senior PPM governance, technical/commercial support of large expiring contract projects and programmes
- Must have experience of providing programme assurance to Cabinet Office existing processes, (IPA programme assurance, GCF for supplier spending, GDS technology spend controls).
- Must have experience of providing strategic procurement strategies and lead supplier engagement processes, detailed negotiation with suppliers at a technical level for exiting and onboarding of new services
- Must have experience of delivering technical reviews to support the strategy of bringing I.T support and operational activity back in-house and produce/review SOBC and OBC business case to HMT approvals.

- It is the Network Service Management Subject Matter Expert role, with regards to any network "technology" these are standard dedicated pan-departmental government data, voice and video networks.
- 7. Can you please provide a high-level understanding of the current network so that we can understand what we are disaggregating from
- Standard dedicated pan-departmental government data, voice and video networks being migrated from Large Expiring Contracts to standard G-Cloud offerings.
- 8. Please can you advise as to the budget that is current for the incumbent to be transparent this will help us to know if we are able to be competitive in order have some value against the incumbent supplier.
