Who the specialist will work with The specialist will be working with Cabinet Office, Government Digital Service, IPA Programme Assurance, Complex Transactions Team (CTT), Other Government Departments, Incumbent and new Supplier organisations and teams, Government Commercial Function (GCF) and Crown Commercial Services.
What the specialist will work on Provide senior Project & Programme Management (PPM) expertise in review (disaggregation) of large technology expiring contracts using different operating models.

Deliver technical operations reviews to support wider strategy to bring IT services and activity back in-house and produce/review Strategic/Options Business Cases to HMT approvals process.

Produce strategic procurement strategies and lead supplier engagement processes & lead detailed negotiation with suppliers at a technical level on projects and programmes.

Provide programme assurance for Cabinet Office's existing processes: GDS, Infrastructure Projects Authority (IPA) programme assurance, Crown Commercial Services.

Address where the work will take place Government Digital Service, The White Chapel Building, 10 Whitechapel High Street, London, E1 8QS and other Government Department and supplier locations as required.
Working arrangements The specialist will be working individually or with other SST resources, directly with Large Expiring Contract Projects and Programme Teams, SRO/Programme Director/Programme Manager, technical staff. The working pattern will be Monday to Friday, normal business hours.

This role is out of scope of IR35.

  • Must have experience of delivering technical reviews to support government strategy to bring Service, Integration and Management (SIAM) activity back in-house
  • Must have 3+ years experience of providing senior PPM governance, technical/commercial support of large expiring contract projects and programmes

1. What is the Maximum rate for this role? The maximum day rate has been left blank intentionally; we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements.
2. Hello, does the consultant require an active SC before they start the role or will the client put them through it? Thank you It is preferred that the candidate already has SC clearance. If not currently held, the candidate must be willing to undertake the SC clearance process. This DOS requirement made it clear that SC clearance is required therefore suppliers are required to pay and arrange for that security clearance themselves to become eligible and compliant to perform the contract. We can however arrange for special dispensation to allow suppliers to begin their contract and allow them onsite whilst the security process is underway. A caveat to this is that the suppliers contract would be terminated if SC clearance was not granted.
