Why the work is being done HEE is developing a new digital service, the Learning Solution, which will provide access to a full range of learning resources across the NHS, social care and higher education that can be shared, signposted, evaluated and developed. The Learning Solution will help promote and harness innovation while also reducing duplication and costs by achieving economies of scale on commissioning content and sharing through a single national platform. A further strand to the Learning Solution could be the addition of sourcing face-to-face training events, all within a single system. An external system has been identified which provides this functionality.
Problem to be solved The team require the supplier to:
•Join face-to-face / virtual meetings with the project team.
•Conduct user needs research with a sample of potential end users and stakeholders to:
- identify user needs and expectations in sourcing face-to-face training events and where gaps may exist in current practice (evidence of use of existing or past digital solutions should inform analysis of user needs)
- inform the potential integration of the Learning Solution and AgoraHealth.
This could take the form of individual interviews and focus groups, using wireframes and prototypes.
•Provide a report detailing the results of the research and recommendations.
Who the users are and what they need to do As a learner I need to find learning resources to help me with my personal/professional development.
As a tutor/trainer I need to access and share appropriate learning resources with my students/trainees.
As a commissioner of learning I need to ensure staff have access to the best learning in the most cost-effective way.
As an educationalist I need to work collaboratively with others to develop and share innovative learning resources.
Early market engagement
Any work that’s already been done HEE’s Learning Solution project, which follows Government Digital Service (GDS) best practice and guidelines, has recently reached a major milestone by completing the alpha phase of the development. This phase culminated in passing all aspects of the service assessment.
Existing team You will be working with the in-house HEE Learning Solution project team, part of HEE's Technology Enhanced Learning Programme. The team have been involved in user research in the alpha phase of the project, working with the alpha supplier and the whole team has received user research training from GDS.

Address where the work will take place HEE's Technology Enhanced Learning Programme is a distributed team, therefore we are open to working with suppliers from any location. HEE's two main offices are in London and Leeds if a face-to-face location is required for face-to-face meetings/workshops. However, we do support remote working to save travel time and costs.
Working arrangements We will want the specialist/team to be outcomes focused rather than to work for set times in set locations. So, we will want the specialist/team to work on dedicated, pre-planned user research activities with planned outcomes.

2. Do you have any preferences or limitations in terms of facilitating team collaboration e.g. cloud services such as Slack, Skype, Trello etc? We have previously used Trello and Slack. We use Skype and WebEx for video conferencing.
3. Having followed the GDS guidelines we are assuming that a significant amount of user research was completed in the discovery phase of this project. If this is the case, were there any research methodologies previously used that the in-house team prefer or found particularly effective in supporting them and/or user collaboration? For this piece of work we would see interviews, focus groups and usability testing sessions, using wireframes and prototypes, being used, however we would be guided by the supplier.
4. Is it expected that participant recruitment would be managed by the selected supplier? If so, would you expect recruitment costs (including any incentives) to be included within the £15k budget? If so, do you have a suitable list of users matching the target personas that can be invited to help with research? We have access to users who we can invite to participate in the research sessions.
5. Do you have a prioritised backlog of user stories? We have this in Trello.
6. What technology stack was used to build the HEE Learning Solution and should the same technology be used to develop the additional proposed event management functionality? The HEE Learning Solution prototype developed in the Alpha phase was developed in Drupal 8. For this Discovery into proposed new event management functionality, we do not anticipate anything being developed. We simply want to ascertain if there is a user need for such functionality.
7. Is it possible to get access to the HEE Learning Solution Alpha build? We can provide a series of screenshots, showing the process of creating, and then searching for a resource. Please e-mail if you would like a copy of these.

Once a supplier has been selected, they will be fully briefed on the Alpha build and access will be provided then.
8. Do you expect costs for any lab sessions to be met by the supplier? User research could take place on-site at a HEE office or at the supplier site, dependent on the method used. This would be discussed with the supplier. A quote would need to reflect this.
9. Would you consider remote user research? Yes, we would. This would need to be discussed further the supplier.
10. Demonstrate experience of digital online learning services. Could you clarify if this is specifically about experience conducting user research in the context of a learning service or some wider experience of developing, using or assessing learning services? 11. Has all work to date for Discovery and Alpha been completed by the internal HEE team? An external supplier worked with us on the Discovery and Alpha work. 12. Is it the intention for this system to focus on TEL practitioners or will it be also offered to the wider NHS? It will be available to users within the NHS, social care and higher education institutions.
13. Are you already commited to using Learning Solution and AgoraHealth, and how will you use it for your users? We have completed the Alpha phase of the Learning Solution project and are getting preapred to move into the Beta development phase. This piece of work will focus on exploring user needs and expectations around integrating event management functionality within AgoraHealth into HEE's Learning Solution, so that users can also source face-to-face training events as well as online learning resources.
14. Usability - we do both user research and testing. However testing is not mentioned until the essential skills question, please can you confirm what the expectations are around the testing aspect? User testing may be one of the user research methods used and as stated, this may be done using wireframes and prototypes with end users.
