Why the work is being done After some initial discovery work, we have wireframes for our corporate and media microsite to be:

* redesigned to align with NS&I's new employer brand direction

We are launching a new corporate strategy in April 2018 so would like the site to be up and running in time.

For example, having collaborative planning sessions at the start of the project at your Head Office, and then having weekly 'show and tells'/ sprint retrospectives onsite, with the design and development work taking place in our studio? 3. Can you share the output from Discovery (wireframes etc) so that we can understand the scope of the site better? To be advised - we will respond to this question in the next few days.
4. Is this a replacement site for https://www.nsandi.com ? No – it’s replacing http://nsandi-corporate.com.
5. You mentioned 3rd parties we'd need to work with - could you clarify the role that Atos play? Atos are our outsourced partner and run our business as usual operation, including infrastructure. They will take on the maintenance of the site infrastructure once built. The agency will be required to work with Atos on any technical requirements and to handover site once project is complete.
6. You mentioned you'd like the site up and running in April 2018 - can you confirm what the deadline date is in April? Is there an MVP for golive in April with continued development following, or does the entire site need to be completed by the April date? The site doesn’t need to be completed by April – we would like an MVP for go live with continued development following.
7. At this stage of the process, the Digital Marketplace portal only allows us to provide 100-word answers to the five "Essential skills and experience" questions. How do we answer the five bullets in the "Proposal criteria" and the two bullets in the "Cultural fit" criteria? At this current stage, suppliers are only required to answer the five "Essential skills and experience" questions. Once shortlisting is completed, the three shortlisted suppliers will be invited to submit responses for the "Proposal criteria” and "Cultural fit" criteria.
8. How do we present our pricing? Pricing will be considered when the shortlisted suppliers are invited to submit their written proposals, following the initial shortlisting process.
9. Do we need to provide a full PPT presentation at this stage and email it to someone? No.
10. Please can you clarify the stages of the assessment process. For example, is the completion of the 5 questions highlighted here to be considered for shortlisting in the first instance, with the next step as set out in the assessment criteria (preparation of written proposal, references etc). The first stage is for suppliers to show how they meet the five 'Essential skills and experience criteria', when you can start work and how to contact you. Next steps will be for the three shortlisted suppliers to provide the written proposal, references and work history.
11. Is the Baseline Personnel Security Standard required prior to this submission, or is commitment to undertake for key personnel that will be delivering the project adequate at this stage in the process? Baseline Personnel Security Standard clearance is not required prior to submission at this stage however BPSS clearance must be obtained for all relevant supplier personnel before the start of the contract. The planned contract start date is 22nd February 2018.

All supplier personnel who work on this NS&I contract directly or who may have access to NS&I data must have undergone BPSS clearance first.
12. In an earlier response you say an MVP needs to be completed by April. Do you mean by this: a live, public facing website, or could it be a private prototype to detail key user journeys for your stakeholder team? We mean an MVP. A live public facing website, based on the wireframes and journeys already produced during the Discovery phase that has been completed.
13. You mention Drupal as the platform choice. Is there a specified version (Drupal 7 or Drupal 8) or is that part of the supplier submission (recommendation) Drupal 8.
14. The essential skills and experience weighting are all at 1%. Is this an error/typo or can we assume they all have equal weighting? (20% each) That is correct, the five essential criteria have been allocated 1% each. The remaining marks available will be allocated to written proposal, cultural fit, etc during the next stage. For the purposes of the initial stage, please treat the five ‘essential skills and experience’ questions as having equal weighting.
15. Can you share the output from Discovery (wireframes etc) so that we can understand the scope of the site better? Output from Discovery (e.g. wireframes etc) will be made available at the next stage, to shortlisted suppliers.’

17. In the brief it mentions that NSI 'are launching a new corporate strategy in April 2018'. It is important for us to know what success looks like when we embark on a project so we can track and report back then further enhance the website's performance - is it possible to get any insight into what NSI's business goals and targets / digital KPIs will be for the coming year? How will the success of the new corporate and media centre be judged? The 5 year NS&I strategy is to be available on the corporate website. The aim is that stakeholders and interested parties can access the overall strategy and related information as this is made public, and that the corporate website enables them to direct questions and enquiries to the appropriate contacts within NS&I. To clarify – this brief is to build the corporate website not the commercial nsandi.com
18. As this site is to support the launch of a new corporate strategy in April 2018 is there any documentation that outlines the general direction of this strategy and how it relates to potential KPI’s for the website? The strategy is to be available on the corporate website but really drives the commercial arms of the business rather than the corporate.
19. Are there any existing metrics available for the site and/or expected improvements in performance post launch of the new site? They can be made available if detail is required, but assume effectively greenfield site.
20. Is the budget of £250K correct? It looks to be a little on the high side. We are not requesting suppliers to submit costs at this stage. During the second stage we will ask shortlisted suppliers to provide their estimated budget and associated activities and deliverables.

22. Could you provide details of the Acquia platform and Drupal version you wish to use? Regarding the Acquia platform, if you are referring to the pricing tier – the corporate site fits within the lowest tier (Personal).

Drupal will be version 8.
23. Is this project liable for a GDS service assessment? No GDS service assessment is required.

Question 1 asks for evidence of previous projects which seems to contradict the answer guidance which specifies that only one example should be used per answer - "unless buyer specifies otherwise". Does Q1 need to strictly confirm to the "evidence structure" in the provided guidelines (i.e. only give one example stating the situation, what the work was, what results were), or can it be more freeform with multiple examples? What about the other questions - do you want them to follow the evidence structure exactly? It can be more freeform with multiple examples, if desired. There is no limit in the number of examples that can be provided. It is at the supplier's discretion to determine how best to use the 100 word limit for each response.
25. During the project’s Beta phase, do you intend to run the existing and new site simultaneously? If so, for how long? We don’t anticipate running them simultaneously but depends on plan devised with agency.
26. You’ve stated that this project is currently in Alpha phase but you’d like to have it live by April 2018. Does this tender cover both Alpha and Beta phases? Alpha stage is complete. Tender is for Beta phase, for build of website.
27. You’ve stated that design style is already established. What tools have been used to create the design styles and how will this be provided to us in order to apply to the new build e.g. is it a modular style guide or something else? A design style has been agreed and approved. It has not been set into pattern library.

33. nsandi-corporate.com appears to be built on Wordpress. Are you interested in extending the current Drupal 7 platform used on nsandi.com to cater for the corporate site or do you envisage a brand new build using Drupal 8? We could extend Drupal 7 if it’s a better solution.
34. IMPORTANT CLARIFICATION: We previously stated that Drupal 8 was required, we now wish to clarify that NS&I will consider the merits of either version of Drupal.
35. What languages will the website be expected to handle? English and Welsh.
36. Is it the intention that content be migrated like-for-like from the existing website(s), or that new content be originated? Content will be supplied. Combination of migration and new content to meet new design.
37. How many wireframes exist, and to what level of fidelity are the wireframes already created? All page templates required are wireframed, to high standard.
38. What is the level of fidelity of visual design concepts produced so far? High, but scope for minor amends.
39. For front end development, is there any preference for any specific technologies or the frameworks to be followed? Aside from that specified in the brief, to be determined when working with agency.
40. Will meeting government accessibility requirements be within the scope of this exercise? Website will be required to meet accessibility requirements.
41. Can you confirm where the boundaries for testing will lie between the supplier and NS&I? Depends what sort of testing we’re talking about.
