Who the specialist will work with You will be working with the special coverage project manager and a radio surveyor.
What the specialist will work on The Emergency Services Mobile Communications Programme (ESMCP) has surveyed approximately 230 indoor locations to identify levels of indoor 4G coverage. The surveys have been carried out using TRX's NEON® Signal Mapper application. The data now needs to be turned into reports which can be easily read and understood by people who are not experienced with radio surveys. Each report must map the level of 4G coverage in the surveyed location.

Questions asked by suppliers

Questions asked by suppliers
Supplier question Buyer answer
1. Will the reports be delivered electronically, or are printed copies required as part of this assignment? Electronic copy only is fine.
2. Would you consider an experience "Report Writer" for this role if they did not have the experience/knowledge of ESMCP or TRX's NEON® Signal Mapper? Knowledge of ESMCP is not required. In the absence of experience with TRX's NEON® Signal Mapper we would like to see evidence of how you would produce reports using TRX's NEON® Signal Mapper, for example that you would be able to procure the necessary software and use it.
3. Please could you advise the max day rate and IR35 status of the role? Maximum day-rate is £600/day. We are unable to advise on IR35 status, that is something you would need to take your own tax advice on. We would note that this is a requirement for an independent contractor to perform work which is fixed in scope and quantity.
4. Can the home office please confirm the number of opportunities available as the three requirements posted are identical. Given the number of reports required we anticipate that up to three individuals may be required to complete the work in a timely fashion.
5. Can the home office please confirm the IR35 status of this requirement We are unable to advise on IR35 status, that is something you would need to take your own tax advice on. We would note that this is a requirement for an independent contractor to perform work which is fixed in scope and quantity.
6. Please can you let me know if this is in or out side of IR35, also would it be possible to work on this project remotely by login into the server to access the planning/mapping system? We are unable to advise on IR35 status, that is something you would need to take your own tax advice on. We would note that this is a requirement for an independent contractor to perform work which is fixed in scope and quantity. It would be possible to work on this project remotely by logging into a shared data space, subject to having a minimum of CT clearance.
7. Please can you let me know if this person will be part of or reporting to the external team of KBR? This role will be reporting to Home Office personnel directly and is not part of, or connected to, KBR's scope on the Programme.
8. Regarding the CT clearance status, if the candidate does not hold active CT clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? This may be considered however we would be concerned that the time-frames for security clearance to be granted may not meet Programme requirements so there would have to be other compelling reasons to consider a bidder who does not have CT clearance. The Home Office can support applications for CT clearance where it is deemed appropraite to do so, which will depend on a range of factors such as the individual's prospects for successfully achieving CT clearance in enough time for the work to progress in accordance with the Programme's needs.
9. Can any other higher security clearance [than CT] be considered? Higher clearance would be fine, CT is merely the minimum requirement.
10. What is the lead time for feedback once the application is submitted? We will aim to feed back within a week to ten days.
11. Will this role be within IR35? We are unable to advise on IR35 status, that is something you would need to take your own tax advice on. We would note that this is a requirement for an independent contractor to perform work which is fixed in scope and quantity. It would be possible to work on this project remotely by logging into a shared data space, subject to having a minimum of CT clearance.
12. Any chances of change in start date as the latest date mentioned is Wednesday 20 December 2017 Recognising the Christmas and new year break is almost upon us, a start date of early January could be agreed.
13. What are the other expenses which will be paid? There may be the need for the occasional meeting in London or elsewhere for which reasonable travel and living expenses, agreed in advance, will be paid at cost.
14. Any specific format(pdf, doc) in which CVs to be sent later? We would prefer to receive CVs in Word.
15. Is there any travel involved in this role and will the travel expenses be paid? There may be the need for the occasional meeting in London or elsewhere for which reasonable travel and living expenses, agreed in advance, will be paid at cost.
16. Is the rate inclusive or exclusive of VAT? The rate is exclusive of VAT.
17. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Yes, so long as the requirement of CT clearance is (or can be) met.
18. Will there be a T&S budget for travel to requested meetings or is this to be incorporated within the day rate. There may be the need for the occasional meeting in London or elsewhere for which reasonable travel and living expenses, agreed in advance, will be paid at cost.
19. In the view of the Home Office, provision of these services to the programme restrict suppliers' ability to deliver services in the deployment of ESN or the forthcoming ESN Coverage Assurance Programme? The Home Office is not of the view that provision of these services to the programme will restrict suppliers' ability to deliver services in the deployment of ESN or the forthcoming ESN Coverage Assurance Programme, unless some conflict of interest which we have not yet identified manifests itself.
20. Is the Home Office confident that sufficient data has been acquired by the coverage toolset to generate the reports that they require? Yes.
21. Are you looking just for a one-off set of reports or for a digital solution which will allow you to automatically create similar reports in future? We are looking for a one-off set of reports.
