Why the work is being done The MOD requires development of an extant prototype web tool used to manage the through life conduction of Cyber Vulnerability Investigations (CVIs). The current version has been identified as not fit for purpose and improvements are required for it to be able to support the current scale and pace of CVI delivery. A working tool is required by 31st March 18.

Problem to be solved The CVI Ops Cell manages delivery of Cyber Vulnerability Investigations on behalf of Defence customers. Given the structured methodology that is used to deliver the investigations, an appropriate workflow tool would assist in managing this portfolio and providing oversight of risks, progress and deliverable's.
Who the users are and what they need to do This tool will be used by the CVI Ops Cell to manage, through-life, the conduction of CVIs to ensure efficient delivery.
Early market engagement None
Any work that’s already been done MOD currently has a prototype tool, developed in house, however this not fit for purpose. This task will build on this prototype to deliver the functionality required for the tool to be used effectively.

Address where the work will take place Development can be undertaken at suppliers own premises but regular visits to MOD Corsham / MB will be required to meet with MOD for requirement gathering and progress updates.
Working arrangements Supplier should be able to be on site (MOD Main Building or MOD Corsham) at least two days a week for meetings with MOD representatives. Any expenses for meetings must be included in suppliers bid.
Security clearance All team members working on this task must have minimum SC clearance which is in date. Due to the timescales involved, MOD will not be able to sponsor clearances for any team members.

1. You state that previously existing.SC clearance is required and you will not sponsor new suppliers or consultants for SC. Are you aware this is contrary to Cabinet Office and Digital Marketplace Mystery Shopper guidelines? Apologies for the confusion, this has now been confirmed with CCS. Should the winning bidder not hold SC clearance, the MOD will sponsor clearance being obtained.
2. Are you tied to the existing platform being developed, or would an alternative delivery within time and budget be considered? The requirement is for the existing platform to be developed.
3. Is there currently an incumbent supplier? No
4. Can the Authority confirm if there is a separate evaluation period where the proposals of shortlisted suppliers are reviewed? It is noted that there is no where in the application to submit the full proposal with case studies and pricing. If this is the case can the Authority please confirm the dates that the proposals will need to be submitted and when they will be reviewed? As per the framework process, an evaluation of shortlisted supplier’s proposals will take place after the shortlisting. Those suppliers that have been shortlisted will receive instructions on how to submit their proposal/case studies and the timelines involved. Shortlisting is planned to take place week commencing 1st Jan 18 with those shortlisted being informed shortly afterwards. They will then have a week to submit their full proposal with evaluation taking place after the specified closing date. Due to workloads, more precise dates cannot be provided at this time.
