Who the specialist will work with SIS II resources currently consists of Porfolio Manager, Programme/Project Management, Service Support, Agile Development teams, technical deployment teams which are are comprised of a mix of Civil Servants, contractors and third party suppliers.
What the specialist will work on SIS II (Schengen Information System Second Generation) is a European-wide IT system that helps facilitate European cooperation for law enforcement, immigration and border control purposes. This role is responsible for co-coordinating and managing evolving business change requirements with partner organisations.Law Enforcement Agencies in the UK now have access to SIS II Alerts via the Police National Computer (PNC) and can raise UK alerts that will be visible to other Member States. SIS II delivery takes place in a complex landscape, crossing multiple organisational boundaries.

Working arrangements The appointed Contractor will be required to work onsite based at Hendon, nominally 5 days per week. There may be opportunity for occasional remote / homeworking subject to IT and delivery constraints. Home Office IT will be provided though there may be an option for the appointed Contractor to use their own devices, subject to agreement of a Security Aspects Letter.

1. Q 1, Is this role within or outside IR 35? A 1. Based on a limited number of assumptions our determination is that the role may possibly be classed as employment for tax purposes. However, suppliers are strongly advised to make their own determination based on the prevailing circumstances of their offer.
2. Q 2. Will you accept candidates with ILRs or is this role specially open to British and EU citizens only? A 2. The primary criteria is they have clearance to SC level only and ILR status is not a consideration at this stage
3. Q 3. IS the main emphasis of the role technical or business related? A 3. Change management is required to focus on balancing the emerging and changing business requirements with an appreciation of the technical challenges changes will face.
4. Q 4. What is the nature of change requests? Q 4. Change requests can be generated by any areas of the business and can cover a range of subject matter. We operate on quarterly releases aimed at minimising technical debt in the backlog.
5. Q 5. Is the required start date absolutely fixed? A 5. We do require the earliest possible start date but we can allow some flexibility for the right candidate .
6. Q 6. Following on from your response to Q2, Are you only going to consider candidates with SC Clearance or will you sponsor this process if the right candidate does not hold this at this point? A 6. Clearly we are seeking to appoint someone already holding SC clearance so that there is no delay in starting the assignment and this will be a factor in the evlauation process. In the event that we do not succeed in attracting an SC cleared candidate then we will of course need revert to sponsoring a candidate fro the clearance process.
