Why the work is being done Border Force has a requirement for a supplier to supplement existing resources to deliver discrete phases of work aligned to the Digital Permissions programme, specifically focusing on GDS Discovery, Alpha and Beta phases.

Who the users are and what they need to do Users include citizen, Border Force Officers and wider government agencies to secure UK borders, and detect criminal behaviour.

Any work that’s already been done There are currently resources in place on the programme and there are some work streams that have commenced.
Existing team There is an existing team in place working within Border Force. The new supplier will need to work collaboratively with other areas of the programme and other suppliers, some of which are currently being procured.

Address where the work will take place Lunar House and Apollo House, Croydon and Marsham Street, London, as well as other Home Office locations on request.
Working arrangements The service will be required to work to standards and practices set by GDS and the Home Office Centres of Excellence. Resources are expected to work as a discrete delivery team focussed on a specific outcome. They will be required to adopt common agile practices of daily stand-ups, end of sprint show and tells, and retrospectives. The team is expected to work on client site, the main site is expected to be Croydon and be available during standard HO working hours. Expenses will conform to HO internal policies and will not be payable within the M25.
Security clearance Service provider personnel need to be compliant with SC clearance, and in certain circumstances, DV clearance.

Additional terms and conditions Individual statements of work (SoW) will be agreed aligned to the discrete delivery phases that are requested and subject to satisfactory performance of the supplier and HO needs. This contract is non-exclusive. The intention is the provision of a service with defined outcomes where the supplier is responsible for deliverables, risk, and provision of individuals to deliver the outcome. If this was to be executed in this manner then it would probably be deemed outside the intermediaries’ legislation but could be affected by factors outside HO control. IPR in any developed technology will rest with HO.

  • Experience in building services to meet the Digital by Default Service Standard.
  • Experience of deploying multidisciplinary teams of Tech Leads, Developers, Business analysts, User researchers, Content designers, and Interaction Designers to deliver Discovery, Alpha and Beta phases to the GDS service standard
  • Experience of delivering the expected outcomes for the Discovery, Alpha and Beta phases.
  • Experience in designing services that meet both user needs and business objectives.
  • Demonstrate capacity and flexibility to delivery multi-disciplinary teams that can be stood up and rolled-off according to a forward schedule that is reviewed on an ongoing basis.
  • Demonstrate experience of capturing and handing over the outcomes to another team.

  • Experience of taking service through the GDS Service Assessment
  • Experience in building citizen or staff facing digital services to secure the Border
  • Experience of developing digital services that interface with carriers (air, rail and maritime)
  • Evidence of resources that have existing SC clearance that will support the speeding up of on-boarding teams.
  • Evidence that technical resources have experience of: o Use and knowledge of Java 8, Scala, Spring Boot, NodeJS, HTML5/CSS, Docker and Kubernetes, SOAP, and REST.
  • Use and knowledge of an existing DB flavour already used in the Home Office e.g PostgreSQL, or NoSQL DBs such as MongoDB.
  • Use and knowledge of GitHub, GitLab, Drone, Jenkins.
