FCO are looking to develop further their ETD on-line service including the introduction of capabilities to allow applicants to upload digital photos and supporting documents. This role will support the digital user experience elaboration and lead on front end digital development to support the new features required.

About the work

Early market engagement
A project team has been established to analyse the existing business process and elaborate with the business a proposed 'to-be' business process and workflow.

Detailed analysis has been conducted to identify efficiency savings and reduce manual user intervention in the ETD application, review/ validation and issuance activities.

Technical analysis has been conducted to identify IT efficiencies through further integration of Consular systems and services under a consolidated IT Estate.
Who the specialist will work with
The successful supplier/candidate will be working within a relatively small established project team with a product owner, project manager, technical assurance/lead, business analysts and a backend developer.
What the specialist will work on
Working with the Emergency Travel Document (ETD) on-line product owner and business analysts to bring defined user stories to life through supporting wireframes and screen prototypes which illustrate various options based on the FCO ETD application process improvements.

Within FCO Consular's existing ETD Online digital channel, develop front end digital pages and behaviour as defined in sprint user stories, working with a back end developer to hook in business function required to support the requirements that include:
1. Digital facial image capture
2. Supporting documentation upload
3. Caching of ETD application.

Main location will be FCO's office in King Charles Street London. Remote working may be available where necessary.
Working arrangements
The supplier is expected to supply a resource that can be on-site in London full-time during business hours Monday to Friday.

1. The resource should also be comfortable working using an agile approach including developing user stories from prioritised backlogs, sprints, daily stand-ups, sprint retrospectives.

2. Be comfortable talking to non-technical staff and translating their requirements into technical terms

Be a good listener.

3. Where appropriate be innovative and propose changes to processes.

4. We would like to be able to send the specialist unaccompanied to meet technical and non-technical staff.
Security clearance
All staff working on FCO premises must be at least SC Cleared or capable of being cleared to SC. Bidders must confirm clearance of nominated resources. If required, FCO will initiate SC clearance.

1. Is this role likely to sit inside or outside of IR35?
This is unable to be determined at this time as it is possible for contractors who are both in and out of scope of the off payroll working rules to be engaged through DOS. The successful supplier / contracting authority will need to check the status in accordance with the HMRC online tool prior to contract commencement. 2. What languages/technologies are the most important for the role?
Experience of GIT, HTML, CSS, JavaScript, and NodeJS (technologies used in the current ETD On-Line solution) are all highly desirable.
3. Will the roles run longer than 6 months?
The services are required on a 6-month basis initially. There may be a requirement beyond that and FCO will review the requirement and need for an extension towards the end of that timescale.
4. Linked to Question 1, could you confirm the IR35 status of role. Is there any further information that can be provided?
Please see previous answer (Question 1) provided. Additionally, it is worth noting that previous similar service requirements advertised by FCO have been placed with suppliers on a statement of works and milestone payments based approach.
5. Is there scope for remote working?
Primarily the services need to be delivered on-site at FCO and will be part of an Agile delivery team. Some remote working may be possible from time to time but the services will need to be provided at FCO for the majority of the duration of the project.
6. Is SC Clearance required?
Yes. Candidates may have existing SC clearance but FCO could support the SC clearance process for the right candidate if needed.
7. When are CVs required?

The immediate milestones for the selection process are as follows:

4th August – close date for supplier responses;

15th August - complete evaluation and shortlist suppliers ready for interview;

18th August – Supplier appointed and standstill starts.
