Why the work is being done An Independent Panel was established to review the documentary evidence held across a range of organisations concerning the initial care of families’ relatives and the subsequent investigations into their deaths in an NHS Hospital.

In addition to producing a report, the Panel’s terms of reference commit it to

Oversee the maximum possible public disclosure of all relevant information relating to unexpected deaths and treatment at the hospital;

Establish an on-line archive of documentation, including a catalogue of all relevant information and a commentary on any information withheld for the benefit of the families or on legal or other grounds
Problem to be solved A website with access from desktop and mobile internet enabled devices is proposed as the on-line archive of the documentation.

The report and the supporting documentation (more than one hundred thousand documents) cannot be made public until the Chair of the Panel is ready to publish the report. Once the report findings are announced all of the content & supporting documentation needs to be made public as at the same time by putting the fully built website live

1. Regarding the requirement for "BPSS and DS clearance": BPSS is clear enough, but I cannot find any reference to DS clearance. Could you please give more information? DS is Disclosure Scotland
2. is it possible to know who completed discovery and alpha stages, and if they are bidding? Nudge Digital, the Department is not requesting specific bids from any particular suppliers as this is an open competition
3. Will the DoH facilitate the acquisition of security clearance for the team? The Department has not specifically provisioned for this cost or administrative action
4. We are currently obtaining BPSS clearance and expect to have that by June 12th which is after the deadline for applications. If the clearance arrives by that date will our proposal be able to be assessed? Also the company undertaking the BPSS clearance do not know what DS clearance is and think this may be a typing error. Would you confirm what DS clearance is, please? Disclosure Scotland. The proposal will be assessed as long as you inform us by 12 June.
5. Has there been an assessment into which and what type of CMS is preferable. For example, has a document management system been looked into to manage the volume. Furthermore, are there any work flows associated with these documents when uploaded - do they need to go through an approval process? Do certain documents have an affinity with any particular department? The Alpha supplier made a suggestion to use Drupal for content management system combined with Apache Solr for search. However, other technologies can be considered as long as it can meet the requirements.

No there are no workflows and approval processes. The requirement is for a straightforward user download of documents.

Initially, the system has to be kept secured during the development phase. Once the system is made Live, anybody in public domain may access the documents.
6. Do you expect hosting costs to be included within this? Yes
7. When do you expect to shortlist and issue proposal, as part of the next stage for commencing the project 14 July? We will short list suppliers after the initial phase of the procurement on the framework on the 9th June, as soon as is possible after this date we will inform successful and unsuccessful suppliers and release further information in regards to the written proposal. The aim is for the proposal to issued on 15th June.
8. When you refer to documents, are you referring to binary encoded documents (pdf, excel etc) and not file based datasets (csv, xml, json etc)? The documents will be PDF, Texts, Word, OCR and the metadata will be in CSV.
9. Until the documents are made ‘public’ do they have an OFFICIAL-SENSITIVE classification, and therefore require associated treatment with regard to storage and access Yes
10. Until the website is made ‘public’ does access need to be restricted to a closed group over specific connections (e.g. PSN, VPN tunnels) or will it be available on the public internet albeit with no anonymous access? Ideally yes. We want it to be very secured before it goes live.
11. Regarding BPSS and DS clearances, how can evidence for these is required to be supplied, considering the fact that both have maximum expiration terms? We don't see a way to add these document to our account on digitalmarketplace This will be evidenced at the Proposal stage. Confirmation that the relevant members of your staff have DS and BPSS clearance will suffice at this stage.
12. In the essential skills "Delivering a user research plan and user research output", could you elaborate more on your expectations on evidence? The winning supplier will be expected to draft a user research plan which complies with the GDS standard. The supplier is expected to provide specialist user researcher and content designer who will be liaising with GDS assurance managers.
