1. Who should submit evidence? Evidence should only be provided by bidders that can confirm 'yes' to all the Technical and Nice to have experience. Any responses unanswered or not confirmed as 'yes' will NOT be considered.
2. Where and more importantly when do I submit my evidence? All responses MUST be received by the Home Office team (DSAB.commercialteam@homeoffice.gsi.gov.uk) by 23:59 on the closing date of this procurement, Monday 27 March 2017. Responses received after this time will not be considered.
3. Does the evidence have to be in any specific format? Please provide the evidence in CV format. All CV's should be in Portable Document Format (.pdf), showing the candidates name and Role title applying for. Responses in any other format will not be evaluated.
4. Can Suppliers provide links within a CV or attach files to any e-mail submissions? No, please ensure that any responses are 'self contained'. Please do not include any 'embedded' or 'attach objects within any of the documents or e-mails submitted. They will not be opened or evaluated.
5. Will all responses automatically be evaluated? No, the Home Office reserves the right to reject any response which has not followed the above instructions or is outside the shown budget estimate.
6. You have assigned this "specialist role" as "Designer", however this role is clearly not a designer (in digital/web terms). We have a rate cap in that specialist role category. We will not be able to submit suitable candidates through the portal above that rate. Architects command a much higher rate, can you change the "specialist role" to Technical Architect? please advise? It isn't possible to change the ' specialist' role once its published, but we can say in response that this should be considered a 'Technical architect role' and the relevant rates would be applicable.
7. What is the maximum number of resources CV's we could submit? A maximum of 5 from any one supplier for each role.
8. What is the Lead time for the feedback once the application is submitted? Initial feedback will be provided by 7th April 2017
9. Hi, this role is released under the category "Designer". The designer category is suitable for designers and this role is a Business Architect, closer to business Analysis or Technical Architecture. As such the rates in the Designer category are not suitable. Would it be possible for a supplier to tender at the rates of one of the other categories? We can confirm that this should be considered a 'Technical architect role' and the relevant rates would be applicable. It was shown as a 'Designer' role in error.
10. IR35 status please, will they be inside/outside the legislation The Home Office are not able to provide further information regarding this query at the moment. Further discussions are under way with both CCCS and HMRC regarding determining IR35 status as described but at this time no additional information is available.
11. What is the process if the candidate does not currently hold SC level security clearance? SC clearance is required. We have an urgent need to fill this post and meet existing demands.
12. Can you give us an indication of day rate budget for this role please? Our maximum day rate for a Business Architect is £700 (ex VAT)
13. On the brief it mentions occasional visits to other Border Force locations, it would be good to get more insight on this? This will be determined by business need and some flexibility will be required.
14. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. We need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’ The Home Office are not able to provide further information regarding this query at the present time. Further discussions are under way with both CCS and HMRC regarding determining the IR35 status for roles as is described, but at this time no additional information is available.
