- Digital Programme Manager role leads the delivery of the programme ensuring it delivers the benefits intended and that progress is regularly governed. Required to advise and guide the Council on ways to advance, improve delivery and digital adoption including how we maximise the investments made in our digital platform.

- Who the specialist will work with
- You will be working within the Customer, Digital, Technology and Transformation Directorate and specifically attached to the Transformation team. You will work closely with both a range of IT project managers and technical resource such as developers, Business Analysts and Change staff. You will also need to work closely with web and communications staff, service leaders, managers and all staff in all services within scope of the transformation programme. You may also work with third party suppliers.

Programme Manage a new Digital Programme for Oldham Council which will be key to the delivery of Oldham’s Digital Strategy.
Lead the delivery of complex projects and programmes in several disciplines including technical, software and business change.
Deploy different programme/project management delivery methodologies such as agile, Prince 2 and Waterfall.
Plan, design and effectively manage large, complex technology and business change programmes of work or multiple related projects. Manage risks, issues and obstacles that come with driving change. Responsible for leading a multidisciplinary team, be an inclusive and influential leader, allowing you to rally the team to achieve success.

- This is a hybrid role with base location in Oldham. Requirement for a mix of onsite / remote working (details to be discussed at interview). There will be limited travel required for the role maybe occasional visits to alternative office sites in Oldham but this should be minimal.

- Qualification in programme, project or change management
- Experience of successful management of significant and demanding programmes or projects including experience of coordinating varied workstreams
- Experience of working with senior managers, and large stakeholder groups
- . Knowledge of formal project/programme management techniques
- Able to lead and motivate teams and staff, setting clear priorities and objectives and negotiating and implementing effective outcomes
- Flexible and dynamic with a passion for delivering digital change in the public sector
- Digital implementation skills across a variety sectors and experience across process, business model and organisational change transformation
- Prior experience working at this level along with experience of working in a consultancy and advisory capacity in the field of digital transformation
- Can demonstrate that they have the ability to identify opportunities to improve the service or make cost savings

- 1. 1. Can you provide any further information on the specifics or the deliverables of the Programme?
- The Programme has 5 Digital themes aligned to our Digital Strategy (Governance & Capability, Place, Digital services/journeys, Workforce and Communities) – with multiple projects within them in relation to digital mail, CRM, Sharepoint and Intranet to name a few. The Programme has only recently been initiated / reviewed so there is an opportunity to influence and change.
- 2. 2. Can you confirm how many complex projects this post holder will be required to manage?
- Not finalised yet but expect circa 5 in the overall Programme which the post holder won’t be managing alone, project managers and other resources will be involved.
- 3. 3. Please can you confirm what software products are being implemented throughout this transformation project
- Mainly Microsoft applications with a range of third party applications involved
- 4. 4. Could you confirm if expenses only include travel to other sites other than the usual office location or would this be the usual office site as well? Thanks
- Expenses incurred travelling to the main office site in Oldham are not included i.e. it must be a fully inclusive rate. Unlikely to involve any other travel to another Oldham site.
- 5. 5. Please could you confirm the likely number of days the successful candidate would need to travel to the office? Could this potentially be 1 or 2 days a month? Thank you
- Hard to say could be once or twice a week or could be once every couple of weeks. The majority of meetings will be hybrid but some onsite meeting attendance will be required

The Digital Business Role at Oldham Council (OCO2) which involves closely working with the Programme Manager role has been confirmed as being outside (according to the questions and answers section) although the information on the Overview Section says that “the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company”.
