Why the work is being done The Department of Health is responsible for the administration and operation of a series of processes relating to the statutory provision of healthcare under particular circumstances for UK citizens residing or visiting other EEA Member States, and for EEA citizens in the UK, and consequent financial claims and reimbursement processes. Current processes span several government departments and agencies and are supported by several IT systems, support of the main system ending in March 2018.
Problem to be solved Currently processes are handled by different agencies; are mainly paper based, supported by outdated and disparate IT systems and spreadsheets. Collectively this can result in significant financial losses due to potential fraud and error. In addition, the early discovery has demonstrated that citizen user experience is sub-optimal, not meeting government digital standards.
Who the users are and what they need to do • UK state pensioners want to retire overseas and receive free healthcare
• EEA state pensioners want to retire to the UK and receive free healthcare
• Claims manager needs to know if the UK is responsible for a citizen, so that they can correctly charge / pay a member state
• Claims manager needs to know when someone’s situation changes,so that they can properly pay / charge a member state.
• Service Manager needs to track performance of the service to inform management decision making
• Financial Manager needs an as-is and future predictive picture of claims and spend
Early market engagement
Any work that’s already been done Discovery phase completed for the entire Overseas Healthcare Service. This has produced a series of user stories and a prioritised list of user journeys for the MVP for State Pensioners.
There is an open source service developed by the EU which we think could form the basis of the service but will need extending.
Existing team The existing team consists of a Service Manager, Product Manager, Digital Transformation Lead and internal staff with expertise in subject areas and knowledge of user communities.

Working arrangements Co-located with the service operations team in Washington Tyne and Wear. Suppliers must comply with DH travel and subsistence policy. There is a possibility of travel for user research purposes, which could be anywhere in the United Kingdom. (DH will meet any additional travel costs incurred away from the Washington office for the purposes of user research or attendance at other DH/DWP sites). Travel to London should be expected.

2. Given the 6th March start date against 17th Feb closing date for applications, what is the anticipated deadline for a written proposal, what format will that take, and when will presentations be held? Closing date for proposals is 26 Feb 2017

3. What is the expected budget for this phase? At this stage we would like to engage with the market in order to understand the range available.
4. Was the Discovery phase completed in-house? If not, who was the delivery partner for Discovery? The discovery phase was completed by a delivery partner. This delivery partner was Deloitte.

6. Will DH be able and willing to share the outputs of Discovery with suppliers as part of the procurement process, such as user stories and user journeys for the MVP? Yes, these will be shared with the short listed suppliers
7. Is there a preferred technology stack for this service? The open source service from the EU which we think could form the basis of the service consists of Bonita BPM, ElasticSearch, AngularJS, PostreSQL, Holodeck. There are no other preferred technologies.

15. Can you provide some more detail on the EU product- when was it developed and is it in successful use? It is actively being developed. It has not been deployed anywhere in a production environment. The latest version has been successfully installed on development server in the UK in the last few weeks
16. Do you know that you are definitely going through the evidence (spreadsheet stage)? How many suppliers are you taking through to proposal/presentation stage? We will be taking a maximum of 6 suppliers through to the proposal/presentation stage. We will be going through the evidence stage if more than 6 suppliers apply for the opportunity.
17. Can you confirm which roles you intend for the supplier to perform and which you intend DH or other organisation staff to perform? At the evaluation stage suppliers are expected to provide details of the team they think most suitable to fulfil the requirements.
DH will provide a service manager and product manager but we both have little digital experience. We expect the supplier to provide a product manager to work alongside the civil service product manager and assist in upskilling
18. Is there service intended to provide functionality for claiming the benefit, managing the claim and payment of the claim? The benefit is not the state pension but overseas healthcare. More information will be provided to shortlisted suppliers when they are asked to prepare presentations and proposals.
19. Do you already have a view of any systems the service will need to interface with? There are some systems that we expect the service will need to interface with in different departments. We expect that this will be investigated further in the alpha
20. The post on DOS suggests there will become data migration from a legacy system, can you provide any details of the technology this existing legacy system is on? Shortlisted suppliers will receive this information. At this stage, we are interested in suppliers who have experience of data migration from legacy systems.
21. Is your view on successful conclusion of the alpha stage in line with the GDS service manual, or any differences It will be in line with the GDS service manual
22. Are we to expect that following ticking of the boxes (so to speak), that you’ll send us an evidence spreadsheet to complete as a next stage, with 5 working days to do so?
