Who the specialist will work with
• The individual will work with other DDaT team members including Business Analysts, Product Managers, Technical Architects, Solution Architects, Procurement, Development and operational teams.
• The individual will report to the LCC CIO.
• DDaT is a new team that is developing over the next few months and the individual will provide significant guidance as it grows.
What the specialist will work on
1. Develop an Enterprise Architecture strategy and identify enabling platforms to facilitate the consolidation of various line of business applications.
2. Identify, recommend and implement common CRM, Case Management, Orchestration, Portal and Data platforms.
3. Develop an LCC Enterprise Architecture capability.
4. Create corporate Technical Requirements to ensure all DDaT procurements (Buy) and developments (Build) meet with existing or establish new architecture standards.

Essential skills and experience
  • Implementing common Corporate CRM and Case Management platforms using components of Microsoft Dynamics and Power Platform.
  • In-depth knowledge of Microsoft Dynamics and Power Platform; including Dynamics 365, Customer Service, Portals, Power BI, Power Apps, Power Automate, Power Virtual Agents,
  • Implementing orchestration to support the development of micro-services.
  • Experience of helping customers manage siloed data across multiple systems to build analytics, insight and AI capabilities.
  • Experience of migrating key siloed data to shared platforms in the most cost-effective manner
Nice-to-have skills and experience
  • Other Microsoft applications and infrastructure including SharePoint, OneDrive, Teams, and Azure.
  • Experience of identifying key features from Microsoft releases which could be of benefit to the organisation.

Questions asked by suppliers

1. Can the candidate be from outside the UK ?
As per the advert under working arrangements , we have stated that there is a requirement to meet once a week at the Anstey Lane offices. However if a candidate that works outside of the UK can meet this requirement then we see no reason why they cant be from outside the UK.
2. Is there an incumbent supplier

3. Can you please share the day rate?
We have not stipulated this rate, all we have stipulated is that they must include travelling expenses. Therefore this element will be evaluated on the pricing submitted against the criteria.
4. Can you please confirm the exact working days per week expected from the candidate?
As per the advert under working arrangements we deem that this role could be undertaken on part time basis, e.g. 2-3 days per week. Those days are not fixed, however if there are constraint in terms of which days the EA is available, this should be stated in your response.
5. Can you confirm this is outside IR35?
We have selected that they don't apply as the expectation is that proposals will be on the basis of a contracted out service from another company. However if this is not the model you are proposing and you are proposing as an individual then IR35 will apply.
6. Are you willing to have a lead EA, but then have other people support that individual on more of an ‘as a service’ basis? As you have deemed this is outside of IR35, then partial substitution should be acceptable as needed. Often trying to get these skills all in one individual is not feasible as some of your requirements pan what could be deemed an EA skillset and a solution architect skillset.
We would expect a Lead EA throughout the lifetime of the engagement acting as our single point of contact. If that individual is supported by other team members that would be acceptable. However we already have a Solutions Architecture capability within Leicester City Council, and hence we are seeking specific technical expertise and authority with respect to the Microsoft technology platforms stated in the requirements. Any costs associated with providing support to the Lead EA must be made clear within your response as should the method of their engagement.
We are also happy to receive proposals where IR35 apply.
7. The “About the work” section talks about requirements an Enterprise Architect and lists EA outcomes. The overview asks for a Technical Architect, and the skills looks for specific Microsoft stack skills, which also suggests TA. Which is it?
The overview is Technical Architect as there are limited ones you can select when publishing an opportunity. However please refer to the Title and the requirements for the engagement as these are clearly defined and should be used to inform a response rather than interpreting the Role title.
8. The answers in relation to not being individuals, but having a lead person and not being in IR35, but then say you can submit somebody inside IR35 and also this being on the specialist framework which is for individuals and not digital outcomes is confusing. Please can you provide a definitive update, is it a team or an individual, inside IR35 or Outside IR35. The answers seem to contradict each other. Perhaps this needs to be moved to digital outcomes to clear this up and removed from specialists ?
To be clear we are not moving this to Digital Outcomes and will remain as published under the specialist framework. When publishing under the specialist framework there are 2 options in relation to IR35. Our clarification is whist we selected "Contracted out service: the off-payroll rules do not apply" therefore IR35 did not apply, we were happy to consider proposals under the other option, which as per the framework is stated as below
*Supply of resource: the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company
