- Why the work is being done

In 2016 the PSNI with NI Direct delivered an online facility on the NI Direct Digital Transactional Toolkit that enables members of the public to make a request for a firearms licence, or to change an existing licence. In 2022 a system was developed for the management of online Firearms applications and the management and generation of Firearms Certificates.
A number of API interfaces was also developed to a number of PSNI's system.
PSNI have a need to provide support of these components. - Problem to be solved

The ICT department require specialist knowledge to assist in the support and enhancements to :
- PSNI Firearms Certificate Management System, both citizen facing and internal admin.
- REST API functionality developed to support integrations with other PSNI Systems.
It is essential that the specialist has proven experience working on the Digital Transactional Toolkit (DTT). - Who the users are and what they need to do

The ICS Department supports a range of ICT applications for the PSNI business areas. The ICT department wish to purchase call of days to support and enhance:
• the existing FMS(Firearms Management System) Admin facility
• the existing online Firearm application facility.
• the existing API Solution.
• the existing Sharepoint Solution
• the existing OMR Solution - Early market engagement

Support and Enhancements to the outlined systems will require time on site. However, PSNI cannot provide on-site development facilities.
The Supplier MUST provide a secure mechanism for the transfer of files from their premises to PSNI for implementation.
Supplier MUST be available onsite when software is being released into the live/production environment. - Working arrangements

Supplier MUST be available onsite when software is being released into the live/production environment.
Regular meetings will be required onsite to discuss progress. The Supplier MUST come onsite for these meetings. - Security clearance

- Have demonstrable experience in delivering and supporting technical solutions on the NIDirect Digital Transactional Toolkit platform.
- Have demonstrable experience in building user interfaces utilizing the Knockout and VUE javascript framework libraries.
- Have demonstrable of developing and supporting enterprise scale applications utilizing Microsoft Technology Stack including ASP.NETMVC,SQLServer2014/2016,Entity Framework and implementing RESTful APIs using the .NET WEB API framework.
- Have demonstrable experience of developing and supporting highly secure solutions within highly secure environments such as the PSNI or equivalent .
- Have demonstrable experience of developing asynchronous solutions capable of consuming web data and using data staging architecture to deliver data on a timed schedule.
- Have demonstrable experience of designing and implementing innovative business process IT solutions, based on the above technology stacks, that are compliant with NICS/PSNI security policy framework and web standards.
- Have knowledge and expertise in data protection including GDPR and the implications for software development.
- Have the ability to support REST API to enable PSNI Systems to interface with the PSNI Firearms Management System database which resides within the PSNI protected network.
- Work with PSNI to agree and finalise design of any enhancements to the PSNI Firearms Management System (FMS).
- Conduct factory acceptance testing with full regression testing of any updates to the application ensuring that established functionality has not been affected.
- Support user acceptance testing by PSNI representatives and address any issues arising from this testing.
- Execute the implementation of changes to the production environment.
- Meet with PSNI representative to discuss and agree plans for enhancements.
- Supply their plans for the development, testing and implementation of any enhancements.
- Provide a secure mechanism for the transfer of files from their premises to PSNI for implementation.
- Have the ability to start support on 30th May 2022.
- Have the ability to work within the PSNI Lisnasharragh, Belfast.
- Have service level agreement to cover the support and maintenance facilities for the Firearms Management System (FMS) test, train & production environment.
- Supply support within business hours, business hours are 08.00-18.00, Monday-Friday excluding NI Public and Bank Holidays
