About the work

Why the work is being done
NHS England & NHS Improvement needs a delivery partner to create a blended team to provide ongoing support for the Emergency Care Programme which ensures the provision of live data collection for daily A&E and ambulance performance and its related products set. This is an essential service which underpins much of the NHS’s national and regional oversight of the urgent and emergency care system.
Problem to be solved
The Programme will maintain the live services, covering both a “business as usual” service and potential new feature development for:​
• Daily SitRep for Acute trusts​
• Daily Ambulance return​
• Realtime NHS111 collection from NHSD​
• Real Time data collection from Acute trusts.​
• Real Time data collection from Ambulance trusts.
We require a delivery partner to form a blended team to support:
(a) maintenance and development of reporting products:​
• National A&E dashboard​
• Ambulance dashboard​
• Flu dashboard
(b) Maintenance of live services includes daily 5-day support throughout the year and 7-day support. 7-day support will be reviewed on a quarterly basis moving forward.
Who the users are and what they need to do
As a Programme

We need development and delivery team for the SitRep live data collection services with an effective Agile team management. This team must support trusts, regions and NHSE and I teams, while improving the data flows and analytics available to help manage the operational performance of the programme deliverables, supporting the winter rooms and various teams within NHS.

So these stakeholders can use this data to report, analyse and make informed decisions.

Any work that’s already been done
The data and development platform is a live service of components underpinning the Emergency Care components such as Tableau dashboards, data collections and 24-7 support arrangements are in place from previous supplier. The transition / handover will need to be factored into the works for 22/23
Existing team
Product and engineering teams in NHSE/I are comprised of both permanent employees and supplier staff. NHSE/I has approximately 5-7 internal staff working to deliver and support roadmap. At any one time, there are an approximately similar number of supplier-based staff working on projects such as software developers, azure ops support and delivery manager. Any successful partner would be expected to work in rainbow teams with other suppliers and internal staff. Teams are cross-functional and blended, enabling agile product development and knowledge-sharing while minimising single points of failure including upskilling internal teams.

Address where the work will take place
The customer is based in London Waterloo and there is a requirement to work remotely during the Covid-19 pandemic however there is a requirement to work on site when NHSE/I make recommendations for staff to return to their base locations.

NHSE/I requires a supplier who can provide a high quality and cost-effective delivery model as prime partner with access to specialist skills at key points along delivery. Given the user centric nature of digital development, key resources will need to work alongside key customers, wherever they are based.
Working arrangements
Team members will be expected to work and play a key role in implementing continuous integration and delivery pipelines, where possible, automate any manual operations across the enterprise. The supplier must operate with agile business analysis and QA through the application of techniques such as BDD. Agile ceremonies and processes will be adhered to and continuously improved through retrospectives. See Cultural Fit. Suppliers will promote continuous improvement and Agility through the application of Agile values, principles and associated tools and promote an environment where Quality Assurance is embedded from end-end in the development lifecycle. Balanced with blended resources offshore/onshore teams.
Security clearance
Clearance is not anticipated but some projects may require additional clearances (as required).

Supplier should have a satisfactory clearance (Level 2+) against NHS IG Toolkit, and be ICO registered.

Supplier resources are required to complete NHS Improvement IG training to a satisfactory standard and may need to sign specific DSA/NDA.

All IPR will be retained by NHSE/I.

No license or permission to use the artefacts delivered by the Supplier is granted except insofar as to deliver the requirements of this Agreement.

The successful Supplier is required to enable effective transition from the existing service. This transition period is anticipated to be approximately 3 months.

Essential skills and experience
  • Must be able to demonstrate strong expertise and experience in supporting live data collection services such as SitRep and other real time data.
  • Must be able to demonstrate good knowledge and understanding of the NHS Emergency Care system.
  • Have experience of the following various NHS key Datasets such as A&E, SITRep, Ambulance Daily and Realtime, Acute Realtime, NHS111, COVID multiple collections, Mental Health ECDS & CRISIS.
  • Minimum of 3 years’ experience in Microsoft Azure development inc (SQL Server, AzureDW, Web Apps, WAF, APIM, data factory, Web & logic apps, Azure Functions, Kubernetes/docker, Azure infrastructure services, ServiceNow).
  • Must be able to demonstrate strong expertise and experience in developing scalable Web platforms in .net core, MVC, cosmos, azure, Azure App services, react, Reactive Native, API Management & JS.
  • Must be able to demonstrate strong expertise and experience in Okta identity and access management (open ID connect, SAML2).
  • Strong expertise and experience in CI/CD and DevOps experience using a variety of tools and techniques to include, as a minimum: Azure DevOps CI/CD, Powershell, ARM Templates, TestCafe, JMeter.
  • Must be able to demonstrate a minimum of 3 years in deploying test automation techniques and best practices in a digital product delivery environment.
  • Must be able to demonstrate strong expertise and experience in developing databases and data structures using MS SQL Server.
  • Experience and understanding of the governance requirements of NHS datasets (A&E, SITRep, Ambulance Daily and Realtime, Acute Realtime, NHS111, COVID multiple collections, Mental Health ECDS & CRISIS).
  • Demonstrate strong expertise and experience in developing with Tableau and Alteryx with example dashboards showing the visualisation with NHS datasets. Including experience of management of Tableau dashboards and Tableau server.
  • Demonstrate strong expertise and experience in ITIL, including change management, release management (creating,build & deployment pipelines) using Azure DevOps, user support and help desk.
  • A minimum of 3 years ensuring that Scrum and other Agile methodologies implemented are understood and enacted within our services including best practices to Agile/Scrum theory and practices.
  • Must be able to demonstrate a minimum of 3 years developing digital product ecosystem strategy and its implementation showing convergence of varied porfolio of digital products and services
  • Experience of practical interventions used to upskill internal staff on using industry standards to improve product design and implementation using leading edge technologies within our environment.
  • Must be able to demonstrate experience of supporting PMO governance & reporting within an agile portfolio project delivery environment.
  • Offshore-Onsite support facility and 7 days support for 1st, 2nd and 3rd line area to support needs of the programme during key periods of the winter support period (normally October-April)
  • Experience of support/helpdesk managing customer queries and resolving them via said channels - email management, query tracking and analysing and reporting on the trend of queries.
  • Experience on using ServiceNow and Azure devops platform

The incumbent supplier is Mastek UK Ltd. There is no preferred supplier, hence undertaking this procurement process.
A blend of onshore and offshore resources will be needed to ensure continuity of provisions and value for money.
