About the work

Why the work is being done
The West of England Combined Authority, (Combined Authority) has been awarded grant funding from the Department for Transport to create a Future Transport Zone (FTZ) in the West of England. The aim of the FTZ is to better integrate public transport options into local communities across the region. The 3.5-year programme, running until March 2024, includes the development and trial of a Transport Data Hub (TDH) to deliver a region-wide data platform to improve transport planning and operation, improve collaboration between Unitary Authorities (UAs) in the region, and support innovation.
Problem to be solved
"The Combined Authority believes that its transport data is not effectively managed to enable efficient delivery of its activities, data is not well exploited and value not realised, data sharing within the region is poor, and that the lack of a data platform impedes innovative activity. The objectives of the Transport Data Hub project are to:

- Maximise the value realised from data;
- Work with data more efficiently;
- Embed data-driven decision making;
- Increase our knowledge and understand the customer; and
- Support innovation in the region.

A programme of stakeholder engagement has taken place to identify pain points, functionality gaps and inefficiencies in the current transport-related activities delivered by the Combined Authority, UAs and external stakeholders. Six key opportunities have been recognised to deliver value to the Combined Authority:

- Make data available;
- Make data trustworthy;
- Enable effective mobility decisions;
- Support evaluation of interventions;
- Inform intelligent planning; and
- Provide a foundation for digital transformation. "
Who the users are and what they need to do
"The users of the TDH will include:

- Transport delivery teams – collate, manage and analyse data to understand the impact of planned
highways / active travel intervention as a part of business case development;

- Transport operations teams – collate, manage and analyse data to operate transport services;

- GIS data analysts – collate, manage and analyse data to be plotted using existing GIS tools;

- Transport modelling teams – collate and manage input datasets for transport modelling, make
transport modelling outputs available for use and reuse;

- Evaluation teams, including the FTZ project evaluation team – collate, manage and analyse, including
unstructured data such as surveys, to evaluate the impact of interventions;

- Data governance teams – manage the Combined Authority’s transport data;

- UAs – share data with the Combined Authority, other UAs and external stakeholders in the region; and

- External stakeholders – discover and access Open Data shared by the Combined Authority and UAs. "

"We expect the supplier to follow the Combined Authority’s hybrid model of working – a balance of remote and office working. Day-to-day contact will be via phone, video-conference and/or email, as required. Daily stand-ups will be required. Project meetings shall take place at least every two weeks.

The supplier will need to visit offices for some meetings, as agreed, and some co-located working will be required. The Combined Authority would like to have regular face-to-face contact with key project roles including the Product Owner. "

The 20 page requirement is applicable to the written proposal which is the second stage of the process to be undertaken by the shortlisted suppliers.

Spatial data is accessed across internal & external servers using ArcGIS Pro and (primarily) QGIS. PowerBI is also used for reporting and analysis of spatial and non-spatial data. For advanced spatial data management, we use: PostgreSQL, GDAL, Python.

"The tender is a 2 stage process :
- Stage 1 is a pre- qulification based on the ansew provide to the questionnaire
- Stage 2 is the qualification based on the proposal and the presentation. The 20 page requirement is applicable to the written proposal which is the second stage of the process to be undertaken by the shortlisted suppliers."

The Combined Authority need to develop its team and competence around the datahub technology. Our business change developped alongside the TDH delivery will define our need for resources to involve and skill to develop. We should be able to give more clarity for stage 2.

Our existing cloud systems are implemented using Azure and implementation of the TDH within that environment offers a number of benefits. Implementation on an alternative cloud platform will be considered and proposals that take this approach should address integration challenges for multi-cloud environments.
48. Do you expect all 19 use cases to be realised before the end of the programme (within 18 months)?
We expect the identified use cases to be implemented within the deilvery period but note that the level detail currently provided supports varying complexity. We will provide additional detail to bidders at the second stage of the procurement process to clarify our expectations. We also note that the scope of delivery will be managed via an agile process and we may vary the scope of use cases to be delivered.
49. "3. There are multiple dependencies on external data sources. Have you already approached the relevant data owners and secured agreements with them?"
The West of England Combined Authority will have access to a number of the indicated data sources, either as existing or open datasets. Some datasets will require permission or formal data agreements before sharing can commence. We will work collaboratively with the successful supplier to secure access to required datasets.
