About the work

Why the work is being done
The Integrated Operating Concept 2025 (IOpC 25) outlines a new approach to the utility of armed force in an era of strategic competition, a rapidly evolving character of warfare and the global evolution in the Information Age. Adapting to these global shifts, represents the most significant change in UK military thinking in several generations. One way Defence is evolving to meet the global changes is moving to an audience-centric approach (AC-A) which challenges traditional, linear crisis response, focussed on adversaries. Instead, the AC-A aims to give Defence, PAG and Allies the advantage over potential adversaries and competitors across the IOpC 25 framework on a persistent footing.

Problem to be solved
Through analysis of functions and deliverables, 12.1 Full Time Employment (FTE) Technical Service Support (TSS) is required to deliver Vice Chief of the Defence Staff (VCDS) directed change initiatives that will enable Defence to conduct effective and decisive Command and Control in the Information Age (C2IA). Specifically, the FTE is required to provide: advice to the change programme leadership; senior level mentoring and change management Subject Matter Expertise (SME); Project Management Office (PMO) support; risk, issues, opportunities, quality and assurance management; experimentation planning and delivery; accelerator technical and delivery support; stakeholder engagement and communications; validation of change objectives, programme analysis and design authority areas; programme design and architecture.
The initial requirement will be to develop the existing IACC Campaign Plan, merge the Operational C2 Study requirements through programmatic design and architecture, and delivery of a concept implementation plan. This will form the C2IA CP Plan and set out the direction and priority of resource against the higher functions.
The summary of requirement is for 12.1 days FTE of TSS to enable the delivery of the C2IA.

Existing team
Director Joint Warfare and Hd Warfare Development, and their team, will be the principal customers for this contract. Hd Warfare Development will set priorities to assign TSS resource to the campaign objectives and when surge activity is required, or delegate this to AH Warfare Development as required.

Work setup

Address where the work will take place
The primary working location will be Northwood HQ (Building 410, Sandy Lane, Northwood, Middlesex, HA6 3HP). Regular attendance at Northwood HQ will be required by all members of TSS supplier. This will meet the requirements stipulated in the security aspects letter. In addition to this, travel to other sites such as MoD bases, other HMG department sites and civilian contractor sites will be required.
Working arrangements
TSS personnel will routinely visit various MOD establishments as part of their working routine in order to deliver the required output. Flexible remote working may be permitted on direction from the customer.
Security clearance
TSS personnel will require a minimum of SC clearance with some elements requiring up to DV STRAP.

Questions asked by suppliers

1. The Summary of Work suggests 12.1 people to support the requirement. However, the Problem to be Solved says 12.1 ‘days’ support. Can you clarify exactly what you anticipate? Is it a team of 12.1 FT across a year? As 0.1 is difficult to work out, is it 12.1 x ‘Y’ days support in total? if the latter, how many days do you calculate this to be (what is ‘Y’)?
12.1 x Full Time Employed personnel is calculated to deliver the requirements.

1 Full Time Employed is 1 person working 5-days a week, so 0.1 Full Time Employed is half a day.
2. Please could you clarify the meaning of ‘12.1’ FTE – is this an expectation of team size throughout the 12 months?
12.1 Full Time Employed is the proposed number of personnel to deliver the functions of the Change Programme. 12.1 people working 5 days a week, so 0.1 = half a day.
3. Will the Authority hold or undertake the security clearance or transfer (SC/DV) of the individuals under this agreement ?
UKSV deliver the clearances and this would be for the supplier to initiate; Joint Warfare can sponsor, but funding is for the supplier to factor. Direct Vetting will take considerably longer to undertake and Joint Warfare can be the sponsor for applications, but the cost is again for the supplier. A lack of previous DV for employees will be a consideration for tender, as this will mean a long delay in being able to deliver on tasks requiring access to above SECRET, although this is only required for a small number of the functions (Approx 3).

The current supplier is Warner McCall Ltd. The contract ended 31 March 2022
